Special, announced inspection by a regional based inspector of the re-fabrication of the mini-decay heat removal system. The inspection involved 6 inspector-hours on site by one NRC regional based inspector.

Mini-Decay Heat Removal System The inspector audited the reconstruction of the mini-decay heat removal system.

This system was fabricated at Milstead Boiler Company and shipped to Metropolitan Edison Company for cooling the reactor core. When the system was received on site disassembled, inspection of accessible areas on the inside of the pipe welds, performed by General Public Utilities and Catalytics, revealed questions about the weld quality.

Excessive burn-thru was detected on several welds.

To further evaluate the situation, radiography was performed on the welds.

It was determined by the licensee that excessive burn-thru was present on several of the welds.

The licensee determined that the excessive burn-thru could severely sensitize the stainless steel materials and made the decision to remove all of the welds welded at Milstead Boiler Company.

The re-welding and inspection is being performed to the ANSI B31.1 code.

The system consists of pumps, heat exchangers, valves, special fittings, and piping.

The system will be installed in parallel with the existing decay heat system and in parallel with the Westinghouse design alternate decay heat removal system piping.

For reconstruction, the same pe.mps, heat exchangers, valves and special

fittings will be used.

New piping will be used in most cases.

Where new piping is not used, the piping is being cut a minimum of one inch away from the weld and the sensitized areas discarded.

The inspector audited the Catalytic Incorporated Welding Procedure SP 4200-SS-(N)-101A, Revision 1, dated July 30, 1979 for gas tungsten arc-welding of stainless steels.

The procedure contained the necessary essential, supplemental essential, and nonessential variables as required by Section 1X of the ASME Boiler and Pressure Vessel Code.

The inspector performed a visual examination of several of the completed welds for compliance with the welding procedure and ANSI B31.1 code.

All areas reviewed met the applicable code and no items of noncompliance were identified.

Exit Interview At the conclusion of the inspection on October 11, 1979, the inspector discussed the inspection results with licensee personnel identified in Paragraph 1.
