Revision of Committed Corrective Action in a Reply to a Notice of Violation Omaha Public Power District (OPPD) is submitting this letter in order to revise one of the corrective actions noted in Reference 2 and clarify its relationship to a corrective action noted in Reference 3.
Reference 2 transmitted the OPPD response to the Notice of Violation contained in NRC Inspection Report No. 50-285/93-23.
The violation concerned personnel entering the Radiological Controlled Area (RCA) without proper dosimetry.
Corrective Action No. 7 in Section C stated:
The RP Department upgrading of access into the RCA has been ongoing.
As a result of this violation, completion of automated access into the RCA will be expedited. Automated access will ensure that individuals entering the RCA have the proper dosimetry.
This will be completed by June 30, 1994.
NRC Inspection Report 50-285/94-07 contained a Notice of Violation concerning a person who entered the RCA without logging into the access control system and without his alarming dosimeter turned on.
In the Reference 3 response to this violation, OPPD stated in Corrective Action No. 2 of Section C:
The RP access control area is in the process of being renovated. ECil 93-609 has been approved to change the access control area traffic flow patterns and impicment a streamlined access control system.
This will assist in ensuring that personnel entering the RCA have proper dosimetry.
This ECll will be completed by October 30, 1994.

S. fluclear Regulatory Commission LIC-94-0136 Page 2 During the interval between the Reference 2 and Reference 3 responses, OPPD determined that the original scope and details of the " automated access" upgrade noted in Reference 2 would not be the best way to facilitate compliance with dosimetry requirements for personnel entering the RCA.
As a result, OPPD developed a revised design and a new schedule for upgrading the RCA access results primarily from additional required software changes. The schedule change (completion by October include (1) increasing the responsibility and accountability of personnel entering the RCA, e.g., self-lcgging by individuals into the computer system, and (2) chancing the primary access route to improve communications between these personnef and the Radiation Protection personnel.
Although it was not clearly explained, it was OPPD's intent that Corrective Action lio. 2 of Reference 3 represented a clarification and schedule change for Corrective Action flo. 7 in Reference 2.
This letter replaces and clarifies both of these items.
