Response to Weaknesses Identified During 1993 Annual Emergency Exercise, NRC Inspection Report 93-05 Reference 2 transmitted three exercise weaknesses resulting from the 1993 Annual Emergency Exercise conducted on June 29, 1993 at the Fort Calhoun Station.
Attached is the Omaha Public Power District (OPPD) response to these weaknesses.

WEAKNESS 41 Failure to make a cceplete initial notification of the General m argency in a timely e nner was identified as an exercise weakness (285/9305-01).
Resoonse Omaha Public Power District (OPPD) has completed a review to deter =ine the cause of this weakness and as a result, OPPD has taken or will take the following corrective actions:
1.
OPPD has provided additional training to cc.. and and control positions in the Emergency Response Organi ntion (ERO), re-cmphasizing the importance of timely and complete notifications.
This training discussed the exercise weakness and recuirements of EPIP-OSC-2,
"Co= mand and Control Actions / Notifications".

A human factors review of EPIP-OSC-2, " Con =and and Control v) V Actions / Notifications," and its associated notification gs forms will be performed.
The review will be completed and

HEAKNESS 43 Throughout the exorcise, the inspectors observed examples of erroneous or incomplete information that was com=unicated to organizations and individuals in need of the infor=ation.
Poor information flow was identified as an exercise weakness (285/9305-03).
Response
'
OPPD has completed a review of the documentation prepared during and after the exercise by the participants and controllers.
As a result of the review, OPPD has taken, or will take, the following corrective actions:
1.
For ERO positions which have the potential to man the Health
,
Physics Network (HPN) under current procedures, OPPD is (
providing additional training on what type of HPN r
communications can be expected and the importance of t
verifying data being transmitted over the HPN.
This d
training will be completed by September 1, 1993.
In C
addition, the lesson plans for these ERO positions will be updated by November 1, 1993 to cover HPN co==unications.

The ERO positions which currently transcribe E=ergency f
Response Facility Computer System (ERFCS) data from the system to emergency status boards will be instructed to D
transcribe data as presented by the ERFCS, including any V
validity identifiers.
