Inspection Summary, Inspection on September 5, ?979 (Report No. 50-262/79-22; 50-306/79-17)

Areas Inspected: Licensee actions relative to IE Bulletins No. 79-14, No. 79-04, and No. 79-02, including general discussion on NRC requirements, work procedure review and review of records. The inspection involved 6 inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.

General IEB 79-02, " Pipe Support Base Plate Design Using Concrete Expansion Anchor Bolts", Revision :t dated June 21, 1979.

The inspector reviewed the status of licensee action on IEB 79-02.

As of the date of this visit, the licensee has completed all shell type direct tension pull tests'except those inside the Unit 2 containment. Of the 125 bolts tested inside the Unit I containment, 2 failed. Of the 352 bolts tested in the Auxiliary Building and other areas, no failures were observed. Regarding base plate dimen-sion measurements for flexibility, of the estimated 2000 seismic Category I hangers inspected, approximately 80 required modifications such as installing bracings or stiffeners. The licensee stated that there are approximately 170 seismic I base plates inside the Unit 2 containment. These will be inspected during the next refueling outage scheduled in January 1980.

IEB 79-04, " Incorrect Weight for Swing Check Valves Manufactured by Velan Engineering Corporation", dated March 30, 1979.

The inspector reviewed the licensee response letter dated May 1, 1979, and discussed the licensee resolutions with NSP and FPS personnel.

It is the inspector's understanding that, although the FPS reanalysis based on corrected Velan valve weights showed no overstress on pipe systems, the actual Velan valve weight will be reviewed once again in conjunction with discrepancies identified during IEB 79-14 inspections. Followup on IEB 79-04 and IEB 79-14 will be continued at FPS offices.

IEB 79-14. " Seismic Analysis for As-Built Safety Related Piping System", Revision 1, dated July 18, 1979.

The licensee has completed all inspection work including systems inside the Unit I containment. Since no significant problems were identified, the licensee requested that inspection of systems inside the Unit 2 containment be deferred until the next scheduled refueling outage in January 1980.

IEB 79-14 Procedure Review a.

The inspector reviewed the NSP procedure, "As-Built Verification of "ip4.g Systems", dated July 17, 1979, which included Teledyne Engineering Services (TES) Procedure No. P 3697-1, "As-Built Configuration Procedure for Seismic Category I Piping", Revision 1, dated August 28, 1979 and had no adverse comments.

The inspector reviewed the TES established QA requirements for conducting system inspection, including certificates of personnel qualification based on education and experience and had no adverse comments.

The inspector reviewed the FPS proposed " Procedure for the Verification of the Seismic Pipe Stress Analysis in Accordance With fi-id Walk Down Performed by Teledyne Engineering Services" and commenied that it did not address the evaluation process after nonconformaeces have beta identified, including (1)

specific time allowance for reporting to NRC, i.e. an engineering judgement within 2 days followed by an analytical engineering evaluation within 30 days, and (2) licensee cortective actions and criteria for allowing temporary operation if system opera-bility is in jeopardy.

No items of noncompliance or deviations were identified.

IEB 79-14 Records Review The inspector reviewed:

(1) TES letter dated July 24, 1979, trans-mitting Unit 1 Containment System inspection summary sheets, and (2)

TES letter dated August 22, 1979, transmitting summary sheets for inspections done outside the Units 1 and 2 containments and had no adverse comments.

No items of noncompliance or deviations were identified.

Exit Interview The inspector met with licensee representatives at the conclusion of the inspection on September 5,1979. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the findings reported herein.
