Areas Inspected:
Routine resident inspection of plant operations, security, maintenance, review and audit, quality assurance, procedures, and followup on previous inspection findings.
The inspection involved 101 inspector-hours onsite by one NRC inspector.
Results: Of the eight areas inspected, no items of noncompliance or deviations were found in six areas.
One item of noncompliance was found in each of two areas (infraction - insufficient measures to assure prompt corrective action, Paragraph 7; infraction - failure to establish an inspection program, Paragraph 8).

The inspector verified that corrective action was completed.

Plant Operations The inspector reviewed plant operations including examination of selected operating logs, special orders, temporary memos, jumper and tagout logs for the month of January. Tours of the plant included walks through the various areas of the plant to observe operations and activities in progress; to inspect the status of monitoring instruments, to observe for adherence to radiation controls and fire protection rules, to check proper alignment of selected valves and equipment controls, and to review status of various alarmed annunciators with operators.
The inspector also reviewed annunciator status, recorder charts, surveillance records, and logs to verify that plant operations were maintained in accordance with Technical Specification requirements.
No items of noncompliance or deviations were identified.
4.
Security The inspector conducted periodic observations of access control, issuing badges, vehicle inspection, escorting, and cocaunication checks.
No items of noncompliance or deviations were identified.
5.
Maintenance The inspector reviewed several work requests (WR's) and work request authorizations (WRA's) and verified that all required reviews and approvals had been completed.
6.
Procedures The inspector completed review of selected operating, emergency, and maintenance procedures for administrative control and tech-nical content.
Review of selected operating procedures verified that they had been reviewed by the Operations Committee within the past two years as required by Technical Specifications and deternined that the technical content was adequate.
No items of concern were identified.

Review and Audits a.
Operations Committee (OC)
The inspector reviewed minutes of OC meetings conducted during 1978 and verified that frequency and quorum require-ments had been satisfied.
The inspector selected several design changes and proposed changes to Technical Speci-fications and verified that they had been reviewed as required.
One weakness was identified in the area of corrective actions for reportable occurrences and items of noncom-pliance. There was no apparent mechanism for assuring that corrective action commitments had been completed other than identification in committee minutes that final review was complete.
The inspector selected several occurrence reports for verification that corrective action was complete.
For occurence No. P-RO-77-33 dated September 2, 1977, Both Trains of Auxiliary Building Special Ventilation System Made Inoperable on Auto Start From Unit 2 Signal, no evidence could be found to verify that a design change had been initiated. Review of OC minutes identified the occurence as closed in OC Minutes No. 367 for the meeting conducted on February 9, 1978.
A design change had not been completed.
This is considered to be in noncompliance with 10 CFR 50, Appendix B, Section XVI, Corrective Actions.
The inspector attended the OC meeting held on January 25, and observed resolution of items on the agenda.
No areas of concern were identified.
b.
Safety Audit Committee (SAC)
The inspector reviewed records of SAC meetings and audits conducted in 1978, and verified that frequency and quorum requirements were met.
No items of concern were identified.
8.
Quality Assurance The inspector started review of the status of implementation of the licensee's Operational Quality Assurance Plan (OQAP).

Discussions with corporate management indicated that some additional corporate organizational changes were in progress that will require up-dating portions of the OQAP.
Discussions with corporate and plant QA staff and management indicated that the licensee has not yet fully addressed the inspection function in corporate Administrative Control Direct-ives (ACD's) nor fully defined the inspection program that will be implemented. Lack of a complete inspection program is considered to be in noncompliance with 10 CFR 50, Appendix B, Criterion X.
Discussions with corporate and plant QA staff indicated that although several Administrative Control Directives (ACD's) had been issued and revised, considerable effort remained.
It was observed that in some areas plant ACD's were being delayed because corporate ACD's had not been issued.
NSP's letter of March 8,1978, to the Director of NRR regarding
" Operational Quality Assurance Plan Implementation" indicates ACD's would be reviewed and revised in 1978 and the implementation of the revised Directives would be verified in the 1979 Audit Program.
The inspector's review of the status of implementation of the QA Plan will be continued during subsequent inspections.
9.
Exit Interviews The inspector attended an exit interview conducted by IE RIII inspector T. Daniels on January 17, 1979. No items of noncom-pliance or deviations were identified.
The inspector conducted weekly interviews with plant management personnel and conducted an exit interview with licensee repre-sentatives (denoted in Paragraph 1) at the conclusion of the inspection.
The inspector discussed the scope and results of the inspection.
The licensee stated that a design change had recently been initiated to complete the corrective action for Occurrence Report No. P-RO-77-33.

After discussion of the status of the 0QAP, a licensee repre-sentative described areas where inspection activities had been implemented, i.e. weld inspection and inservice inspection, and stated that, in his opinion, a program existed (although it may not be adequate) and that he did not consider this to be in non-compliance with the requirement to establish a program.
Licensee representatives also stated that the inpection func-tion was an open item on an internal audit, and would be addressed.
