Areas Inspected: Routine resident inspection of plant operations, security, and followup of IE bulletins and circulars and previously identified unresolved items. The inspection involved 46 inspector-hours by the resident inspector.

Licensee Action on Previous Inspection Findings (Closed) Unresolved (282/77-17; 306/77-17): Functional testing of power range nuclear instrumentation setpoints.

The licensee received a license amendment changing the minimum

)

frequency for functional testing of nuclear power range setpoints.

Tests of P8 and P10 permissives and the 25% high flux low setpoint are now required to be performed prior to each startup if not performed within the previous week.

General Unit 2 operated routinely throughout the month. Unit I was back online August 3, 1979. The unit had been shut down for repairs to the high pressure turbine. During the outage the licensee concen-trated efforts toward completion of tests and inspection of components inside Unit I containment in response to IEB 79-02, IEB 79-13, and IEB 79-14.

Plant Operations The inspector reviewed plant operations including examination of selected operating logs, special orders, temporary menos, and jumper and tagout logs for portions of the month of August. Tours of the plant included walks through the various areas of the plant to observe operations and activities in progress; to inspect the status of monitoring instruments, to observe for adherence to radiation

controls and fire protection rules, to check proper alignment of selected valves and equipment controls, and to review the status of various alarmed annunciators with operators.

The inspector also reviewed annunciator status, recorder charts,

surveillance records, and logs.to verify that plant operations were

maintained in accordance with Technical Specification requirements.

No items of noncompliance or devaitions were identified.

Security The inspector conducted periodic observations of. access control, issuing badges, vehicle inspection, escorting, and communication checks.
