Dear Mr. Rueger:
An NRC inspection was conducted
September
1,5-19, 1997, at your Diablo Canyon
Nuclear Power Plant, Units
1 and'2, reactor facilities. The enclosed report presents
the
scope and results of that inspection.

Your land vehicle control program, including the vehicle barrier system, its bomb blast
analysis, and procedure controls, was examined during this inspection.
Portions of your
physical security program were also examined.
We determined that your land vehicle
control program for the protection of malevolent use of vehicles was in accordance
with
regulatory requirements.
Your vehicle barrier system was found to be effective and
generally installed as described
in your physical security plan and related documents.
The material enclosed herewith contains Safeguards
Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized
individuals is prohibited by
Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the material will
not be placed in the Public Document Room.
