responded to these findings promptly. The inspector noted that the
licensee was using a tracking system for the open items.
The inspector had
no further questions in this area.

4.2 Review of Ann _ual Report The inspector reviewai the Annual Radiological Environmental Monitoring Report for 1 %8. This report provided a comprehensive summary of the results of the REMP atound the Hope Creek / Salem sitc, lso reviewed the and met the Te::htiical Specificat;on reporting requirements.
The inspector a
available 1999 analytical dsta for the REMP.
No violations were identified.
4.3 Review of REMP Procedures The inspector reviewed the following Radiation Protection / Chemistry Services Department procedures to determine the implementation of the REMP.
o M12 AP-10 " Radiation Protection / Chemistry Services REMP and RadIolo o M12-RER-102, gical Effluent Release Reports (RERR) Responsibility" Prepara Monitoring Program Report" o M12-RER-103, " Evaluation of the Annual Land Use Census" Based on the above procedure review, the inspector determined that the licensee had adequate administrative procedures to implement the REMP. No violations were noted.
5.0 Meteorological Monitoring Program The inspector reviewed the licensee's, hat this Manual contained detailed

procedures to conduct the calibration and maintenance of the monitoring system..The following detailed procedures were reviewed, o Surveillance Procedure o Data Collection Proceduce o Calibration and Maintenance Procedures-Monthly and Quarterly o Quality Assurance The inspector also reviewed monthly calibration and maintenance records for January 1989-February 1990 and the records indicated that the meteorological monitoring system was properly calibrated and maintained.
Within the scope of this inspection, no violations were identified.
6.0 Research and Testi,nj laborato q jRT Q 6.1 Quality Assurance for REMP The inspector reviewed the iltensee's program for quality control of radiological environmental senolv media analytical measurements including the EPA Cross chech Program and control charts for radiological counting equipment at the RTL. TheInspectoralsorevieredtheRTLQuality Assurance Plan.
Reviewed quality control analytical results for 1989 were within the licensee's acceptance criteria. The inspector also noted that the licensee conducted investigations of ancaalous QC results and resolved those anomalies. Based on the above review, the inspector determined that the licensee implemented the quality assuranco program satisfactorily.
The inspector had no questions in this area, 6.2 Review of Analytical Procedures The inspector reviewed the RTL Analytical Manual to determine the analytical capability for REMP samples. The following procedures of the RTL Analytical Manual were reviewed, o Field Sample Collection o Installation and Servicing of Field Monitors and Air Samplers o Radiochemical Analysis of Water and Milk for I-131 o Radiochemical Analysis of Water, Air Particulates, Soil and Sediment, and Milk for Sr 89 and Sr-90 o Calibrations and Performance Checks for Proportional Counters, Gamma Spectrometry System, and Liquid Scintillation Counter.
'
During the review of the above procedures the inspector noted that procedures were upgraded, therefore,in March 1988 to implement the RE had much better procedures now than The inspector also reviewed the calibration results for air samplers and found all the calibration results were within the licensee's acceptance criteria. Within the scope of this inspection, no violations were identified.
