Exit Interview The inspection scope and findings were summarized on February 18, 1982, with those persons indicated in paragraph 1 above.

5.
Emergency Response Facilities a.
General The inspector reviewed with a licensee representative aspects of an NRC Region II response to an emergency at the site and the necessity that preplanning take place in order to interface effectively with the licensee organization and other organizations (Federal, State and local agencies) particularly at the Technical Support Center (TSC) and the Emergency Operating Facility (EOF).
Included in the review with the licensee representative were the following Region II activities which explain the nature of the NRC role onsite during an emergency.

Respond to incidents of the " Site Area" and " General" emergency severity classification level as defined in 10 CFR 50, Appendix E, Section IV.C.

Interface with the licensee organization in order to evaluate the nature and extent of the incident, ascertain plant status, monitor licensee activities and ensure appropriate corrective actions are taken to minimize the consequences of the incident.

Inform the public and others of plant status and the technical cetails concerning the incident.

Develop projections of onsite and offsite radiological effects for use by other Federal, State and local agencies.
b.
Technical Support Center The inspector toured the TSC which is located on the fifth floor of the auxiliary building, adjacent to the control rooms and in a room (20' x 40') known as the Instrument and Electrical shop.
The Emergency Coordinator, selected Plant Superintendents and supporting technical and engineering personnel operate from this room to assess and manage an emergency. The room is equipped with commercial /inplant telephones, along with the NRC emergency notification system (ENS) telephone. Work space, commercial /inplant telephone is provided in the TSC for NRC use thus enabling a direct interface between NRC Region II management and the licensee organization.
The above room together with.three adjacent offices (17' x 20', 20'x 20',11' x 14') make up the permanent TSC facilities.
The 11' x 14'
office has been designated for NRC use and contains a commercial /
inplant telephone, NRC (ENS) telephone, desk, chairs and chalkboard. A NRC (HPN) telephone is located in an office within the TSC where environmental and radiological data is coordinated.
c.
Emergency Operations Facility The inspector toured the EOF which the licensee has designated as the Crisis Management Center (CMC). The CMC is located on the ground floor in the Oconee Training and Simulator complex and is approximately one mile from the Oconee Station. The present arrangements at the Oconee Training and Simulator Complex will be the permanent CMC.
During an emergency the Recovery Manager and specific licensee manager conduct their operations from a very large classroom equipped with commercial /
inplant telephones, plant and environmental status boards, evacuation maps etc. Work space, commercial /inplant telephone, NRC (ENS) tele-phone are located in this classroom thus providing for a direct inter-face between NRC Region II management and the licensee organization.
An office within the CMC has been designated for NRC use and is equipped with desks, chairs, commercial /inplant telephones (3) NRC (ENS) and (HPN) telephones.
The NRC mobile laboratory is normally sent to the EOF during an NRC Region II response. A licensee representative indicated that space and support for the mobile laboratory could be provided.
The inspector gave the licensee representative the following information concerning

the mobile unit: Level space (14'x 35'); electrical power (3-115v, 20 amp power receptacles, hubbell twist lock) and a commercial telephone line or an extention of an existing commercial telephone line equipped with a jack for connecting to the mobile unit.
