Spent Fuel Shipment to McGuire Nuclear Station 10 CFR 71.12 requires that persons delivering licensed material to a car rier for transport in a package for which a certificate of compliance has been issued comply with the terms and conditions of the license, certifi cate or other approval. Certificate of compliance 9010, Revision 7 states that the NLI-1/2 shipping cask cavity and containment vessel (inner con tainer) shall have no free water when delivered to a carrier for transpor On November 3, 1981, licensee personnel at McGuire Station discovered while filling the spent fuel shipping cask that the cask cavity was partially full of water, approximately 65 gallon After investigation, it was deter mined that the vent (V-1)
and drain (V-2)
were not marked and that the hose
connection to the vent (V-1)
and drain (V-2)
valves were apparently reversed during the loading process at Oconee resulting in incomplete drainage of the cask cavity prior to shipment as required by Procedure No. OP/O/A/1510/10, Shipment of Spent Fuel Using NLI-1/2 cas The inspector stated that failure to dewater the cask prior to shipment was a violation of 10 CFR 71.12 (269/270/287/81-28-01).
On November 3, 1981, the licensee revised Procedure N OP/O/A/1510/10, Shipment of Spent Fuel Using NLI-1/2 Cask, stating that proper identifi cation of Vent (V-1) and Drain (V-2) valves on the shipping cask and proper identification of all hoses used in the operation will be initiate In addition, the procedure was revised for verification of each step of opera tion of Vent (V-1)
and Drain (V-2) to meet their intended requirement II
