- Attended exit interview Exit Interview The inspection scope and findings were summarized on October 28, 1981 with those persons indicated in paragraph 1 abov The inspector stated to licensee management personnel that failure to perform sampling prior to making the four (4) releases of liquid waste and failure to have an ade quate procedure addressing the proper technique and location for sampling in accordance with Technical Specification 6.4.1, would be violations. The station manager acknowledged these violation.

Release of Radioactivity in Liquid Effluents to the Environment The licensee was in the process of releasing secondary water from their normal release point and changed because they needed a faster release rate for release and as a result they made four (4) liquid waste releases (approximately 30,000 gals) without adequate sampling having been conducted. This was the result of a change having been made to the system configuration without a corresponding change being made to the sample point. The discharge monitors R1A-33 and RlA-34 were "in service" but were administratively declared inoperable as a result of an ina bility to meet correlation requirement Although initial samples had been taken, redundant sampling was not performed adequately because Chemistry Sampling System, Procedure No. CP/0/A/200/8 did not address the proper location and technique for sampling of the condensate storage tanks during the releases. The inspector stated that failure to perform adequate redundant sampling was in violation of Tech. Spe.9.7 (269/270/287/81-26-01). As a result of this incident on October 21, 1981 the Chemistry Sampling System, Procedure N CP/0/A/200/8 has been revised to clarify the proper locations and techniques for sampling of the condensate storage tanks and hotwell pump sump The inspector stated that failure to have an adequate procedure was in violation of Tec Spe. 49 CFR and 10 CFR 71 requirement The inspector concluded after his review of all pertinent documentation and independent radiation surveys of the shipping vehicle that the shipment appeared to meet all requirements of DOT 49 CFR and 10 CFR 7.
