Unresolved Items Unresolved items were not identified during this inspectio. Management Controls Management and administrative controls defined in Section 6.0 of the Technical Specifications were reviewed by the inspector with respect to the following items:

(1) organizational and management responsibility for radiological environmental surveillance defined in Technical Specification 4.11; (2) environmental monitoring procedures; (3) quality assurance including periodic audits and analytical quality contro The inspector conducted a detailed review, including discussions with cognizant licensee representatives, of corporate and station management organization to determine the adequacy of specific management respon sibility for assuring implementation of the radiological environmental surveillance progra Inspection disclosed that organizational structure and specific management assignments were consistent with

requirements defined in Technical Specification 6.1.1, and should assure continued implementation of the program in accordance with such license requirements. Systems Efficiency Calibration Inspection disclosed that all procedures reviewed were consistent with requirements of the referenced specification. There were no questions regarding this ite.

Technical Specification 6.1.3.4.a requires that audits of station activities shall be performed under the cognizance of the NSRB, and that such audits shall encompass conformance of station operation to provisions contained within the TechnicaL Specifications and applicable facility operating license conditions, at least, once per yea Licensee Audit Report SP-81-7 (ON) addressing the radiological environmental surveillance program defined in Technical Specification 4.11 was reviewe Inspection included a detailed review of audit findings, specific responses to such findings, verification of adequacy of corrective actions implemented, and discussion of the subject items with cognizant licensee representatives. Inspection disclosed that required followup and completion of corrective actions for identified audit findings were promptly implemented. There were no questions regarding this ite. Quality Control of Analytical Measurements All radiochemical analyses of environmental samples collected in accordance with requirements (including analytical sensitivities) defined in Tables 4.11-1, 4.11-2 and 4.11-3 of Technical Specification 4.11 are conducted at the Duke Power Company Radiological Environmental Laboratory with the exception of analyses for tritium, Sr-89 and Sr-90. The latter radionuclide analyses are conducted by Eberline Instrument Corp. Inspection of analytical quality control (QC) included the following:

(1) analytical QA/QC proce

  • dures (ER/O/B/7000 series, listed in paragraph 5.c. above); (2) selected review of QA/QC data (01/81-11/81) for low level 1-131 in water and milk including blank, duplicate and spiked samples, and respective EPA cross-check data; (3) QA/QC data (01/81-11/81) for gamma spectrometer

Implementation of Radiological Environmental Monitoring Program Technical Specification 4.11 defines the requirements for the radio logical environmental surveillance progra Inspection included review and discussion of the following items with cognizant licensee repre sentatives:

(1) Annual Environmental Report for the period ending December 31, 1980; (2) environmental sampling field data/records for the period January 1, 1980 through November 30, 1981; (3) review of licensee radiological environmental surveillance procedure Inspection disclosed that the above elements of the subject program were consistent with Technical Specification requirement b. The inspector also accompanied a licensee representative on a tour and inspection of environmental monitoring stations including the following: (1) all air particulate/radioiodine monitoring stations and respective TLD's including those posted by the licensee, State of Florida, and the NRC; (2) milk sampling stations; (3) surface water sampling stations; (4) aquatic sediment; (5) forage (grass); (6)

ground water. Inspection disclosed that all air particulate monitoring equipment was operational and periodically calibrated as require Inspection further disclosed that all program parameters were implemented as required. There were no questions regarding this ite.

IE Bulletin 81-03 The inspector reviewed the licensee's response to IE Bulletin 81-03 (Flow Blockage of Cooling Water to Safety System Components by Corbicula S (Asiatic Clam) and Mytilus Sp. (Mussel)). The licensee conducts routine periodic monitoring under procedure P/O/B/4002/2, entitled Monitoring Program for Asiatic Cla The program appears adequate to preclude blockage of safety system components cooling water system This item was closed out at the exit interview.
