SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORTS NO. 50-266/88008(DRSS);

NO. 50-301/88008(DRSS))

This refers to the routine physical security inspection conducted during the period of March 21-31, 1988, of activities at the Point Beach Nuclear Plant, Units 1 and 2, authorized by NRC Licenses No. DPR-24 and No. DPR-2 On March 3,1988, your staff identified two unsecured vital area openings, ac described in NRC Inspection Reports No. 50-266/88008(DRSS);

No. 50-301/88008(DRSS) sent to you by letter dated April 13, 198 ,

The two violations of your Security Plan described in the enclosed Notice are similar in nature and should have been discovered at an earlier date by thorough vital area boundary surveys. The violations have apparently existed since original construction. When the first violation was identified as a potential vulnerability, it was reported to a member of Security Management who delayed evaluation of the problem for nearly 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. This delay was based on an erroneous assumption by him that the reported opening was the sa;ne as one that was known to exist and was not a vulnerability. Acceptable site security can only be maintained when reports of vulnerabilities are evaluated and compensated, if necessary, in a timely manner. In your response, please discuss what actions you have taken to ensure that such delays in responding to reported conditions do not recur.
