UPDATED INSPECTION PLAN FOR PALISADES NUCLEAR PLANT, (REPORT 05000255/2017005)

Dear Mr. Arnone:

The enclosed inspection plan lists the inspections scheduled through June 30, 2019 for Palisades Nuclear Plant. The U.S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include the plan for security-related inspections, which will be sent via separate, non-publicly available correspondence.

The NRC issued a Confirmatory Order to Entergy Nuclear Operations Inc. on May 16, 2016, after you agreed to perform a series of actions to address failures in addressing a leak from the safety injection refueling water tank (SIRWT) into the control room at the Palisades Nuclear Plant. Some of these actions focused on improvements to the safety culture at Palisades.

Specific actions included ensuring personnel at Palisades and other Entergy fleet facilities understand lessons learned from this issue; sharing insights with other nuclear plants; and reviewing applicable procedures. In addition to addressing programmatic and operational issues, Entergy agreed to modify its interactions with the public. These commitments included conducting five public meetings by the end of 2018; inviting key stakeholders, such as concerned individuals, non-government organizations, and federal, state and local officials to these meetings; focusing meeting discussions on plant safety and operations; and adopting a meeting format which provided an opportunity for members of the public to raise questions and concerns. Inspection Procedure 92702, Follow-up on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Alternate Dispute Resolution Confirmatory Orders, will be performed to assess the corrective actions related to this Confirmatory Order. This letter and its enclosure will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
