This refers to the special safety inspection conducted by Mr. M. J. Kopp and other NRC representatives of this office during January 22 through March 2, 1990, of activities regarding previously identified items relative to Environmental Qualification (EQ) at the Palisades Nuclear Plant authorized by NRC Operating License No. DPR-20 and to the discussion of our findings with Mr. C. Kozup at the conclusion of the inspectio The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personne During this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice. A written response is r~quired. Regarding the violations included in this report, the NRC is concerned that your engineering organization did not identify and resolve these violations prior to this inspection. It appea~s that a more thorough review by the Palisades engineering group would have prevented these findings. It is expected that you address, as part of your response to the Notice of Violation, corrective actions that you plan to take to ensure that electrical equipment required to be environmentally qualified meets the requirements of 10 CFR 50.4 In.accordance with 10 CFR 2.790 of the Corrnnission 1 s regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Roo The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
