{EQ) inspection, Consumers Power Company submitted letters dated.February 6, 1990 and April 23, 1990. These 1 etters included commi trnents for comp 1 et i ng the updating of EQ files and for scheduling wal kdowns of EQ equipmen Changes to these commitments are discussed below. In Consumers Power Company's letter of February 6, 1990, {EEQ Follow-up Inspection, Operability Determination), a statement was made regarding verifying the accuracy of the EQ files for electrical equipmen The statement that "Consumers Power Company is also formulating a program that result in a walkdown of all EEQ equipment to verify the accuracy of the fi.les." The statement was made in the context of ways that we were continuing to improve our EQ program. * Since our February 6, 1990 letter, we have evaluated the need for a formal walkdown of all EQ electrical equipment and determined it to not be necessary.*

The enhan.cement and maintenance of the EQ program is an on-going process that often dictates that certain wa l kdowns be conducte These wa l kdowns can be prompted by a number of methods such as modifications, NRC correspondence, vendor notices, corrective action documents or other methods. Previously several EQ walkdowns have been conducted on Limitorque.valves, ASCO solenoid valve conduit seals, conduit sea*ls with Kapton insulation, NAMCO position switches for terminal strip cracking, conduit and junction box drains. A walkdown is also being. conducted during the current refueling outage as part of the response to the NRC notice on Patel conduit seals. CO/l.1PANV Much of the EQ equipment has been replaced in recent years and some replacements will also take place during this current outage. The improvements made in the Palisades design process, over the last several years, provide assurance that the file documentation for these modifications accurately reflects the built conditio In Consumers Power Company's April 23, 1990 letter, a commitment was made to complete en vi ronmenta l testing and qual i fi cation of auxiliary feedwater system relays (R/0727 and R/0749) by September 1, 1990. The lead time for purchasing and qualification testing of these relays has been greater than originally projected, therefore, environmental testing of the relays will not be complete until later in the present refueling outage. Environmental testing of these relays will be completed and the EQ files updated prior to commencing plant startup. In summary, we have determined that a separate program to walkdown EQ equipment is not necessary to verify the accuracy of the EQ files. We wi 11, of course, respond to any specific issue with the appropriate wa l kdowns as they become necessary to verify the as-built condition of our EQ equipmen We have also* extended the completion of qualification testing of two AFW relays until prior to startup from the current refueling
