0 c....D DEC o *7 1B90 Pursuant to my November 28, 1990 letter to you, it was brought to the attention of my staff, through conversations with Mr. Norm Brott of your staff on November 29, 1990, that portions of the attachments to the November 28 letter, the Notice of Violation and Inspection Report No. 50-155/90034(DRSS),
were in erro Palisades Emergency Implementing Procedure EI 2.2, Attachments 1-3, Revision 2 were referenced in Violation No. 50-155/90034-0 Attachments 1-3 were deleted from EI-2.2 when Revision 3 was issued on February 24, 1988, and should not have been reference However, four other portions of your site emergency plan and procedures all clearly indicate the requirement to staff the positions in question on a continuous basis. Those references are:
the Palisades Nuclear Plant Site Eme~gency Plan, Section 5, Revision 9, Fig~re 5-6; EI 4.3, Attachment.4, Revision 6; Emergency Employee Listing by Group, dated 10/10/90; and the Emergency Employee Augmentation Listing, dated 10/10/90. Although the reference to attachments 1-3 was inappropriate, your activities did violate the other referenced portions of the plan and procedure Please contact Mr. W.
