Regional Administrator's Conclusions Based on Consideration of Licensee's Comments By letter dated March 21, 1986, the licensee provided written comments on the SALP Report as requested by Region III; the letter indicated there were no errors in the report requiring correction.
The staff has reviewed the licensee's comments ar.d has determined that they are responsive to the concerns identified in the SALP Report. As discussed with the licensee at the February 19, 1986 mee. ting, however, the formulation phase of the licensee's performance improvement programs has passed and an aggressive effort is needed to implement these programs such that they produce demonstrable and quantifiable results.
Region III is particularly interested in seeing a marked improvement in the functional areas that were rated Category 3 or showed a declining trend in performance.
The Region has been, and will continue in the future, applying additional resources to these areas and we intend to closely monitor the licensee's progress. Should the desired results not be evident by the end of the current SALP period, Region III intends to take additional actions to effect the necessary changes.

Summary of Meeting with Consumers Power Company on February 19, 1986 The findings and conclusicas of the SALP Board documented in Inspection Report No. 50-255/86001 were discussed with the licensee on February 19, 1986, at the Region III office in Glen Ellyn, Illinois. The licensee's regulatory performance was presented and found to be acceptable. The NRC, however, indicated that further licensee management attention was needed to assure effective implementation of the performance improvement programs that Consumers Power Company had initiated in prior months. The licensee received a Category 3 rating in the areas of maintenance, surveillance, and quality programs and administrative controls; this was due primarily to the fact that the licensee's corrective actions had not been sufficient to raise the performance rating for the appraisal period.
The declining performance in the emergency preparedness area was noted as being due to the licensee's performance in the last major exercise. On a positive note, the performance was considered to be improving in the areas of radiological controls, licensing activities and fire protection.
The licensee acknowledged the Board's findings as a fair assessinent of their performance and attributed the overall SALP findings to problems that existed early in the SALP appraisal period and which were taking a longer than anticipated time to recover from.
The licensee expressed confidence that the improving performance trends would continue and that their performance improvement programs would produce positive results during the next SALP rating period.
