te Signe gC ate S gned SUMMARY Scope This routine, unannounced inspection was conducted in the areas of the proposed soil and foundation preparation and concrete placement for the addition of the Emergency Diesel Generators.
This inspection covered results of testing of the foundation by Ardman and Associates geophysical testing, applicable specifications, procedures, plant change modifications (PCMs),
records of completed worl;, drawings, inspection of Florida Rock and Sand Company batch plant, completed soils and concrete work, and inspection of onsite laboratory for soils and concrete testing.
Results In the areas inspected, violations or deviations were not identified.
During this inspection, the licensee was very responsive to the NRC inspectors requests for information on installation of the Emergency Diesel Generators.

CFR 50.59 analyses to assure there is no safety concern related to onsite construc-tion while the plant is in operation.
During this inspection the inspector revi'ewed applicable plant change modifications (PCMs),
specifications, construction quality control procedures, geotechnical investigations and foundation analysis, records of completed tests on the foundation and concrete placement, the concrete soils and testing lab, batch plant and applicable drawing '

This PCM includes relocation of the Unit 3 containment access ramp, temporary relocation of the RCA fence during the building construction, underground exploration, grading and drainage and miscellaneous site work to be done in preparation for the new Oiesel Building Construction.
This PCM includes in its scope all of the EDG building construction, as well as electrical duct banks, manholes, lighting protection, grounding and p'Iumbing.
Equipment and cable installation, except for grounding cable, is included in other Engineering Packages.

Exit Interview The inspection scope and results were summarized on February 3, 1989, with those persons indicated in paragraph 1.
The inspector described the areas inspected and discussed in detail the inspection results listed below.
Dissenting comments were not received from the licensee.
The licensee did not identify as proprietary any of the material provided to or reviewed by the inspector during this inspection.
Since very little work has been done on the foundation.
The inspector requested that the licensee inform NRC when the foundation work is completed and when placement of concrete will begin.
