Materials Safety Branch Inspection on October 31 - November 4,1977 (Report No. 50-206/77-18)

Areas Inspected:

Environmental protection including management controls, analytical quality control, program implementation, nonradioactive releases; emergency planning coordination with off site agencies, facilities and equipment, emergency kits and control center, monitoring systems and instruments, training; radiation protection organization and training, posting, labeling and control, notifications and reports; review of licensee reported occurrences, receipts of contaminated shipping casks, shipping casks found with drain or vent valves open at destination, loss of off shore temperature data; failure to collect environmental air particulate and iodine samples; licensee corrective action on noncom-pliance item noted in previous radiation protection inspection.

The inspection involved 72 inspector-hours onsite by two NRC inspectors.

Results:

No items of noncompliance or deviations were identified.

Radiation Protection - Operations Organization and Training A member of the Chemical-Radiation Protection engineering staff has been designated as the Chemical-Radiation Pmtection Engineer, Units 2 and 3.

This individual is currently turning over his Unit 1 responsibilities to members of the Unit 1 staff. The licensee is currently rotating Chemical-Radiation Technicians through the Chemical-Radiation Foreman position.

The training is for one month duration and includes one week spent observing the Foreman's activi-ties and three weeks acting as Foreman under supervision. Approxi-mately half of the technician staff have completed the training.

Radiation Protection - Posting, Labeling, Control and Reports During a tour of the facility, posting and labeling, control of access to high radiation areas, posted Radiation Work Permits and control of contaminated areas and equipment were observed.

Posting of notices including NRC-3,10 CFR 19.ll(b) information and the Notice of Violation and the Licensee's response (Inspec-tion Report 50-206/77-09) were observed.

The licensee stated that there had been no losses or thefts of licensed materials and there were no unreported in;idents.

No items of noncompliance or daviations were identified.

Event Report Review Pursuant to 10 CFR 71.61 Reports, the licensee reported in a letter dated July 12, 1977, three occasions on which a spent fuel cask vent valve was found to be open on the casks arrival at the G. E. Spent Fuel Storage Facility, Morris, Illinois.

In a letter dated August 18, 1977, the licensee reported one occasion on which a spent fuel cask drain valve was found to be open on arrival at the G. E. Spent Fuel Storage Facility, Morris, Illinois.

The reports were submitted in a timely fashion. The licensee established Quality Control Procedure S-XII-1.1, which requires that drain and vent valves be verified closed by a station engineer or supervisor prior to shipment.

In addition, the three NUS casks used by the licensee (NAC-18, NAC-lC, NAC-lD)

were modified to hold all valves in a closed position. Design i

and installation of the modification was performed by NUS. The licensee performed the required machining and fabrication to NUS specifications. The licensee reported that since the admin-istrative and physical controls were established, there have been no further open valve problems.

Pursuant to 10 CFR 20.205(b)(2) the licensee reported in a timely fashion, by telephone and facsimile to IE:V, on April 13, May 3 and 12, 1977 the receipt of spent fuel casks (empty) at the si with local contamination in excess of 22,000 DPM/100 cm In all cases the cask transport vehicle had not left the site. The occurances were discussed with the licensee.

The licensee reported that the contamination was highly localized, that no spread of contamination occurred and that the transport vehicle was not contaminated.

The corrective action consisted of decontamination and positive action to decontaminate more thoroughly in problem areas.

No items of noncompliance of deviations were identified.

The inspectors met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on November 4, 1977. The inspectors summarized the purpose and scope of the inspection and the findings.
