On the mornings of July 4 and July 6,1976, the licensee (Curran-Warnock) b reported by telephone to (Malmros-North) a possible leaking fuel shipping i;
cask.
A spent fuel shipping cask containing a spent fuel element left the r
?
licensee's facility on Friday, July 2.
At a truck stop in Rock Springs, er Wyoming, late July 3 or early July 4, the driver noted apparent leakage
?
from the cask.
The licensee has been making dry spent fuel shipments.
The driver reported the leakage to San Onof re and to his management, 11 -
Tri State, by telephone.
Tri State requested assistance from 100 which arrived and surveyed the leakage by 0700, July 4.
M The leakage was not contaminated and consisted of borated-ethelyene glycol from a neutron shield tank.
The leakage was caused by a failed rupture s
disc on the shield tank. The element being shipped had a long decay bgj; history and no significant neutron dose rate on shipment. The truck

proceeded to Morris, Illinois.
The licensee does not plan a formal report of this occurrence since no " substantial reduction in the effectiveness 1
i; of any authorized packaging during use" (10 CFR 71.61) occurred. The f
licensee's records relating to this occurrence will be examined during the 4{ ;
next inspection.
The author concurs in the licensee's evaluation of this occurrence.

On July 6, Warnock (SCE) reported to North, by telephone, a fire in a h
room used for some counting equipment and as office and storage space.
~7 An automatic planchet sample changer and scaler unit failed at approximately R,
1900 July 3 and was destroyed by fire. A smoke detection system gave the
'T alarm. Damage was limited to the one piece of counting equipment except for necessary removal of soot from the office and contents.
The soot
$7 resulted from the burning of failed oil filled capacitors in the counter.

The loss of this equipment does not impare the licensee's ability to i.MI:.i count samples since another sample changer-counter is available.
