SHIPMENT MADE IN APPARENT VIOLATION OF CERTIFICATE OF COMPLIANCE NO. 6698 - MODEL NO. NFS-4, SERIAL NO. NAC-ID On Friday morning' September 5,1980, Ro' er Carlson of Nuclear Assurance g

Corporation (NAC) (404/325-4200) telephoned and requested an interpretation of Item 14, Certificate of Compliance No. 6698, Revision No.11.

Mr. Carlson stated that physical measurements had been completed on the Serial No. NAC-ID cask and some dimensions exceed the 15 mils specified in Item 14 of the certificate.

Mr. Carlson indicated that NAC had been reducing the data for about one and one half weeks and had determined that the reduced data did not indicate any change in the warp or bow of the ' containment vessel of the cask.

I indicated to Mr. Carlson that Item 14 of the Certificate of Complian'ce was very specific and NAC should submit'a request for an amendment to the certificate if it was believed that no additional warping or bowing had occurred to the containment vessel.

Approval would be required of such a requsst prior to continued use of the packaging.

I indicated the matter would be discussed with Donald Nussbaumer.

Mr. Carlson informed me that the package had been loaded for shipment at San Onofre and he would like Mr. Nus'sbaumer's opinion.

Friday afternoon I telephoned Mr. Carlson and informed him that both Mr. Nussbaumer and Bill McNeill (Region IV) concurred that a revision to the certificate world be necessary prior to any further shipments in the packaging. At 2:08. pm on Friday, Mr. Carlson informed me that a shipment had been made from San Onofic the previous day.

George Bidinger, IE HQ, was informed Friday afternoon and requested to have IE investigate the matter for possible violation of 10 CFR Part 71.
