D0 W T nn Sn_2n6-USE OF GE MODEL IF-100 CASK TO SHIP SPEN 1 FUEL At approximately 3:00 p.m. on May 15, 1975, W. J. Cooley received a telephone call from R. H. Odegaarden, MF, in which he made reference to the letter from Southern California Edison Company to the U. S. Nuclear Regulatory Commission dated May 1,1975.

That letter expresses SCE's intention to use the General Electric IF-100 cask for the shipment of fuel from the San Onofre reactor pursuant to the provisions of Paragraph 71.12(b) of 10 CFR 71 which is a general license.

Mr. Odegaarden stated that the General Electric IF-100 cask had not been generally licensed pursuant to Paragraph 71.12(b) and that SCE could not use this under those circumstances. Mr. Odegaarden stated that General Electric Company could act as shipper in this case making use of the IF-100 cask provided a knowledgeable General Electric Company employee were present during the cask loading procedure and delivery to a carrier.

Subsequent to the call from Odegaarden, R. Fish contacted H. Ottoson, Plant Superintendent (San Onofre 1), and informed him of the above information.

Ottoson stated that fuel shipments had been made using the General Electric IF-100 cask.

Ottoson said that in the light of this information he would investigate the matter.

On May 16, Odegaarden telephoned IE:V and stated that he had talked to W. H. Seaman, SCE, earlier and stated the above position to him.
