Areas Inspected: Routine, unannounced irspection of emergency planning for the three Dresden units, including certain aspects of licensee internal audits; licensee coordination with offsite support agencies; emergency facilities, equipment, instrumentation, and supplies specified in the Generating Stations Emergency Plan (GSEP) and Emergency Plan Implementing

Procedures (EPIPs); training of emergency personnel; review of EPIPs; licensee records of emergency drills and inventory of emergency supplies.
The inspation involved 74 inspector-hours onsite by two NRC inspectors.
Results_: Of the nine areas inspected, no items of' noncompliance or devi-ations were identified in eight areas; one apparent deviation (failure to conduct an annual review of EPIPs for 16 GSEP directors - Paragraph 10)
was identified in one area.

Licensee's Internal Audits

The inspectors questioned licensee representatives regarding the conduct of any internal audits during 1977 which included
the GSEP and implementing procedures (EPIPs). The ifcensee had t
conducted one audit involving the GSEP and EPIPs during 1977.
The inspectors noted that the auditors did not identify any particular problem areas relating to emergency planning activities at the Dresden Nuclear Generating Station.

This inspection included an examination and review of the GSEP

dated October 4,1976, which has replaced previous emergency plans. This 1976 GSEP, associated EPIPs, and Technical Specifi-cations were used as the primary criteri 'for this inspection.
The inspectors also determined that the licensee has underway an annual review of the GSEP. This updated GSEP should be

j issued in the near future. The inspectors also determined that

- updated copies of the GSEP and telephone directory had been main-tained in the Dresden Station's control room and other plant locations, as well as at the offsite support agencies which are mentioned in Paragraph 1.

4.
Agreement and Coordination with Offsite Support Agencies (
The inspectors reviewed records, procedures, and written agreements

relating to the Ifcensee's coordination of emergency planning

with twelve of fsite support agencies and individuals listed in the GSEP and telephone directory. The inspectors discussed this subject with licensee representatives ans, either in person or by i

telephone, with persons from seventeen offsite agencies. These agencies include the Coal City Emergency Squad and Fire Department;
~
Braidwood and Morris Fire Departments; the Tri-County Ambulance Service; St. Jcseph Hospital; Emergency Services and Disaster Agencies in Grundy and Will Counties and the State of'IJ11nois; Police Department of Morris; and Sheriff Offices in Grundy and Will Counties; State Police Of fices in Joliet and Springfield; and Department of Energy / Chicago Operations Office. These discussions verified that existing agreements between the Ifeensee and offsite agencies remain in effect, and that the licensee's contact and coordination were adequate for these agencies to maintain and effect a response capability. The licensee indicated that his annual coordination meeting with offsite agencies will be held before the end of 1977 to discuss the GSEP and responsibilities in handling rad ation accidents.
No items of noncompliance or deviations were identified.
5.
Facilities and Equipment The inspector examined the facilitics, equipment, and instrumentation to verify that items specified in the GSEP and EpIPs were available
.
for use and maintained in an operable state.
The inspection included examination of emergency kits and supplies in the plant medical and decontamination area; the GSEP trailer and the St. Joseph Hospital; emergency control centers and associ-ated equipment; six items of emergency communications equipment; radioactive release monitoring and meteorological instruments; and emergency transportt tion for injured / contaminated persons. The inspectors noted that during the inspection of the emergency first aid kit No. 36 in the decontamination / medical area, three items were missing. The licensee had conducted -his monthly inver. tory of this kit two days before this inspection and found all items satisf actory. The licensee agreed to install a break-away wire seal to control access to the No. 36 first aid kit.
The inspectors noted that the Unit 1 chimney monitor calibration curve (located in the control room) was illegible. This curve is used as a decisional aid to estimate the release rate of radio-

activity from the Unit I chimney during an emergency. The licensee indicated that this curve would be replaced.
No items of noncompliance or deviations were identified * however, the above items will be examined during a subsequent inspection.

_ Calibration,_Inspecti_on. and Maintenance of Emergency Equipment

The inspectors reviewed and evaluated the adequacy of procedures and schedules for calibrating, maintaining, and inspecting emergency equipment listed in the GSEP and EPIPs. Calibration checks anp records of inventory and calibration of different types of emergency related equipment were reviewed for the period from January 1 to November 1, 1977. The inspectors found that these items have been maintained, calibrated, and inspected'as. required by plant procedures.
All portable emergency instrumentation examined was also found to have pested calibration dates.
In addition, the inspectors observed the meteorological instrumentation recording equipment located it the control room.
The inspectors observed that the mobile trailer used for emergency purposes had flat tires. The licensee agreed to investigate and to repair the tires. A work request was prepared.
No items of noncompliance or deviations were identified.
7.
Training The inspectors reviewed training procedures and related records to

verify that training required by GSEP and EPIPs had been conducted.

The licensee training program consists of courses prepared by the Mine Enforcement and Safety Administration, instruction in cardio-pulmonary resuscitation, GSEP annual training, and CSEP training for contractor personnel.
Plant personnel also participated in a medical drill directed by.
the licensee's contractor (Radiation Management Corporation) held in June 1977. This drill involved medical doctors and nurses at St. Joseph Hospital and the Coal City Emergency Squad. Video tapes of the drill served as training material for plant and medical personnel.
No items of noncompliance or deviations were identified.

8.
Emergency Drills _and Exercises The inspectors reviewed records of emergency drills and test exercises conducted since the previous emergency planning inspection. Of ihree drills and exercises conducted since January 1,1977, one consisted of the medical drill discussed in Paragraph 7 above. The other two drills involved coordination (

,g and communications with offsite support agencies, and included a

simulated fire drill. The drills were observed by the emergency

coordinator who prepared the necessary documentation and pointed out deficiencies noted during the drills. Recommendations to resolve these deficiencies were prepared and entered,in the licensee's action item tracking system. These items are not removed from this system until they are completed.*

9.
Environmental Monitoring Inspection The inspectors accompanied several licensee representatives who conducted measurements of the thermal plume from the Dresden Station discharge canal. The inspectors observed measurement techniques and equipment used in determining plume temperatures.
The work will be presented in a future lice:nsee environmental report wh!ch will be reviewed during a subsequent inspection.
No items of noncompliance or deviations were identified.

Implementing Procedures
-
The inspectors reviewed the existing supplementary EPIPs for the Dresden Station as listed in Section 10 (items 1-8) of the GSEP.
These EPIPs are undergoing an annual review in accordance with Section 9.1 of GSEP. However, the inspectors found that the licensee failed to conduct an annual review of the EPIPs for the Directors of the following GSEP groups: the Com=and Center; intelligence, medical,information; manpower and logistics, communications, aerial logistics, accounting, legal; engineering; system power supply load dispatcher, and six division group directors.
One deviation was identified.

The inspectors met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on November 11,

1977 and by telephone on November 16, 1977. The inspectors summarized the scope and findings of the inspection. The licensee
