The inspection involved 21 inspector-hours onsite by one NRC inspector.

to provide an explanation in the July-December 1975 semiannual report of unusual results reported for the onsite.thermoluminescent dosimeter (TLD) station No. 2.
The inspection revealed that subse-quent' semiannual reports have provided an explanation for elevated TLD readings at the No. 2 station.

(Closed) Noncompliance (010/77-02; 237/77-02; 249/77-02): Failure to assure that the control room copy of the Generating Stations Emergency Plan (GSEP) contained current changes to the GSEP and
telephone directory. The inspector found that the documents in the control room copy contained the up-to-date changes, dated April 1977.

Licensee Internal Audits
.
While reviewing the licensee's results of an audit of his contractor which performs the radiological environmental monitoring program,

the inspector noted that the licensee had recommended improvements in three items in the area of recording data on sample collection and measurement sheets in this monitoring program. The inspector deter-mined that these recommendations had been acted upon.
'
The inspector also reviewed an audit report of the meteorological

contractor which esulted in the licensee.Jentifying eight dis-crepancies which required corrective action. The inspector deter-mined that corrective action had been initiated for the eight items.
The licensee's Quality Assurance Department had also conducted an audit of the environmental monitoring program on April 26 and 27, 1977, bit the audit report is not ready. The licensee co==itted to sending a copy of the audit report to the NRC when it is available.

Management Controls The inspector examined the management control aspects, including organizational struccure, assignment of responsibilities and authori-ties, and procedural controls of the environmental and meteorological monitoring programs. The inspector found that the licensee has

maintained t5
.ame administrative functions relating to these monitoring programs as discussed in the previous environmental inspections. The inspector and licensee personnel discussed improved administration of contractor work through record controls and audit-ing, particularly in the nonradiological environmental monitoring program.
No apparent items of noncor711ance or deviations were identified.
5.
Quality Assurance and Quality Control of Analytical Procedures The inspector reviewed the quality assuranc a manuals of the contrac-tors responsible for the environmental monitoring programs.
Included was a review of Field Sampling and Analytical Procedures by Eberline Instrument Company. The licensee has established a six-month
,chedule to assure radiological environmental samples are collected in accordar.ce with the frequency establishe.3 in Table 4.8.1 of the Technical Specifications. The inspector also examined the schedule for calibration and maintenance of monitoring equipment listed in-3-

the Eberline Field Sampling and Analytical Procedures. The inspec-

tion revealed that sampling, maintenance, and calibration had been-

The inspector also reviewed the quality assurance manual for the non-radiological environmental monitoring program. This document will be examined during a subsequent inspection, when the' conduct of this program has been incorporated into the Appendix B Technical Specifications. The Appendix B Technical Specifications will be

issued in the near future.

6.
Laplementation of the Radiological Environmental Monitoring Program
The radiological environmental monitoring program is addressed in the current-Technical Specifications. The inspector examined the monitor-

ing results for calendar year 1976 for compliance with the requirements established in Table 4.8.1 cf Appendix A, Technical Specifications.

No monitoring omissions nor unusual trends were noted in the results
,
except for f allout effects of atmospheric bomb tests.
Special sample-
collection ani analyses were performed during accidental releases of radioactivity from the plants and the corrective action taken was found to be reported to IUtC in a timely manner and also described in i
the semiannual re, ports.

Checklists for sample collection were also examined. The inspector toured several monitoring stations and found all of them to be operable. The monitoring equipment is checked weekly to assure-that
,l the equipment is operable. The inspection showed that the TLDs
,
were properly located outside the steel shelters. The licensee has recently submitted a revised radiological environmental monitoring j
program to NRC.

7.
Implementation of the Nonradiological Environmental Monitoring Program The inspector examined selected results of the licensee's nonradio-logical environmental monitoring program for the 1974 and 1975
. periods. The licensee plans'to modify the extent of the program within the next year based on the previous years results. The modified program will be examined during a subsequent inspection

once the Appendix B Technical' Specification's have been finalized and approved.

The inspector' visited various sections of the site to observe the

intake-discharge structures, the spray canals, lift station, and ('
cooling lake, to inspect the general state of the cooling system
'
for Unit 1 and Units 2/3. The licensee has proposed an increase of
~
blowdown from 50,000 gpm to 500,000 gpm from Units 2/3 which is pending before the NRC.
,
No apparent items of noncempliance or deviations were identified.
8.
The Meteorological Monitoring Program The inspector noted that the meteorologic'al monitoring results during 1976 showed an overall data recovery rate of 97.3%.
This inspection revealed that the contractor had maintained and calibrated the meteorological recording equipment on a bi-monthly basis. Th9
i inspector toured the meteorological. tower and observed the meteoro-f logical monitoring equipment. In addition, the tour included i
observation of remote instrumentatinr. readout of meteorological j
data from the 400-foot tower in the cot. trol rcer.

was found to be operable and in good order.
In addition, the fog
visiometer was found to be in good order. The inspector also
reviewed the 1976 semiannual meteorological reports from the contrac-
tor who carries out the dose calculations for the licensee's semi-annual report on radiological effluents and the radiological environ-mental monitoring program.

9.
Exit Interview The inspector met with licensee representatives (denoted in paragraph
'
1) at the conclusion of the inspection on May 6, 1977. The inspector
summarized the purpose and the scope of the inspection and the findings. The licensee representative made the follow!ng remarks

in response to certain of the items discussed by the inspector:
. Acknowledged the audit results for the radiological environmental monitoring program and meteorological monitoring program, remarking that these have been put on the action item tracking system to be resolved;
. Acknowledged the statement by the inspector with respect to the need for improved uanagement controls for conducting the nonradiological
