Projects Section Inspection Summary Inspection on June 17, 1977 (Report No. 50-10/77-17; 50-237/77-16; 50-249/77-16)
Areas Inspected: Observation of the response of the licensee's organi-zation during a scheduled drill conducted by the licensee's Emergency Medical Contractor. The inspection involved 18 inspector-hours onsite by three NRC inspectors.
Results: For the areas inspected, no items of noncompliance or devia-tions were identified.

Drill

The inspectors observed the response by the licensee's organization and selected effsite support agencies during a scheduled drill con-ducted by the licensee's emergency medical contractor, Radiation Management Corporation, on June 17, 1977. The drill also included a

training exercise for hospital and site personnel. Site personnel and the ambulance crew responded to the drill and the hospital p=:= 1 :::: ;;id. -l th:: a;L - "* - '

.=d sle =* - '- tin procedures. Radiation Management Co'r'poration personnel prepared the victims and supervised the hospital segment of the drill.
a.
Action at the Scene of the Accident The drill consisted of two plant employees being injured and contaminated in a high radiation field in the decontamination area of the turbine hall floor. The inspector noted that the RMC personnel and the victims did not wear hardhats as required at the scene of the accident. Response by site personnel was delayed because the Health Physicist at the scene of the acci-dent at first did not inform the Control Room Supervisor of the names of persons involved nor the type and extent of injury involved. There was a 25 minute delay from the time of dis-covery of the accident to the time the ambulance was called. The reason for the delay was that after the notification of the-2-

accident to the control room, the Health Physicist surveyed the injured persons and determined the extent of injurics; then notified the centrol room personnel a second time. The control room personnel called the ambulance.

The inspectors also noted that during the handling of the two injured personnel, the one more severely injured person was 1cft alone while three Health Physicists went to assist the.second injured person. During the training session it was emphasized that at least one person should always be attending each injured person who should never be lef t alone.
The inspectors also observed that during the arrival of addi-tional Health Physicists to the accident scene, it did not appear

that any one person took command of the situation.
In addition, although the emergency first aid kit was brought to the accident scene, no attempt was made to open it and make use of the first aid supplies.
In fact, there was essen-tially very little first aid treatment practiced by the Health Physicists. The inspector also noted that after being notified the ambulance crew arrived at the reactor site in a* timely manner. A Health Physicist cacompanied the two injured personnel in the ambulance on its way to the hospital.

Control Room Actions

The inspectors noted that the control room personnel should have

Hospital Actions The ambulance arrived at the emergency section of the hospital in a timely manner. Thc hospital had been informed by personnel in the coatrol room that the ambulance would bring the two victims to the special emergency room at the hospital for handling contaminated persons. The special emergency room was prepared as appropriate by the n.edical staf f immediately af ter being notified of the event. The inspectors noted that the hospital personnel donned disposable gowns, plastic aprons, shoe covers, head covers, masks and gloves prior to receipt of the victims.

medical staff. This was explained by the fact that there were more participants in the drill for training purposes t
than would be required in a normal emergency. Otherwise, all else appeared to go well. A critique will be held in
.
the hosptal within several weeks after a drill report is prepared and the T.V.
tapes are viewed, edited, and sub-mitted to the station for training purposes.
