Dear Mr. Keppler:
The following is in response to an inspection conducted by Dr. M. J. Oestmann and Mr. W.
L. Axelson of your staff on November 7-11, 1977, of activities at Dresden Station.

Fischer's letter dated December 14, 1977, indicated that one item appeared to be a deviation from a previous commitment to the NRC.
This item is addressed in the Attachment to this letter.

Deviation:
Contrary to'Section 9.1, Paragraph 7, of'the Generating Stations Emergency Plan (GSEP), the licensee failed to conduct an annual review of the emergency plan implementing procedures for the Directors of the following GSEP groups:
command center; intelligence, medical, information; manpower and logistics, communications, aerial logistics, accounting; legal; engineering; system power supply load dispatcher; and the six division group directors.
Corrective Action Taken and the Results Achieved:
Implementing procedures for the Directors of the command center, intelligence, medical, information, manpower and logistics, communication, aerial logistics, accounting and system power supply load dispatcher GSEP groups were reviewed on November 16, 1977.
The procedure for the division group was reviewed on January 3, 1978.
New procedures for the Directors of the legal and engineering groups have been written and were reviewed and approved on January 4, 1978.
