The meeting was held to discuss the performance of the three l i Commonwealth Edison Nuclear Stations during the past three years, to discuss current actions being taken with regard to Con 7enwealth Edison (CECO) nuclear plant s and to discuss' actions . ' being taken by CECO to improve regulatory perforcance.

- The discussion on CECO performance centered on the noncompliance record and.t?w large nunber of preventable licensee. event reports being experienced at each of the three nuclear stations.

~ The more significant events which occurred at the three CECO plants were discussed in detail to demonatrate the concerns by NEC for a need for imprevenent in canagement control, procedure conformance and plant review functions.

The escalated enforcescat actions and related managenent con-ferences based on these events were presented to shew that while each of these conferences appeared to have resulted in faprove-cent in performance in specific areas, subsequent events which occurred would indicate that the total cor rective act ions taken by the company were incomplete.

Based on this perfornacco, specific roc mandations wore nade within the NRC to improve the perforw.soce of the CECO nuclear plants.

yg regard to Zios events ' occurring in July 1977. - These events _ .' were the two water hammer events occurring on July 8 and 10, ~ ' 1977, and the.inv&11 dating of ECCS signals occurring on - July 12, 1977.

This review resulted-in a civil penalty of $21;000 being fupesed on CECO.

Review of actions to be taken with regard to the Senior Reactor (SRO) Operator and Reactor,0perator (RO) invelved in the July 12, 1977 incident.

This review resulted in a regional enforcement letter being' , sent to the SRO and a letter being sent to CECO regarding the RO performance. In addition, discussions are currently-being held with reactor licensing personnel to determine what additional steps should be taken.with regard to these opera-tors and licensed operators involved in events at other CECO sites.

Review an augi.ented inspection ' program at all.these sites.

The inspection program has been augmented at all three CECO ' nuclear power facilities effective December 1,1977.. This , augmented prograc will involve weekly inspections of areas __ requiring further corrective actions, d.

Define general area requiring ' Lmprovement by CECO.

The general areas requiring corrective actions were: (1) Improvement in Kanagement controls, assignment of responsibilities, Interdepartment connunications and stability of the organization.

The licensee stated they are currently in the process of obtaining a management consultant.

(2) Improve:.ent in training with regard to tests which if improperly implemented could lead to a degraded mode.

(3) Improvecents in valving and equipment outage control.

Periodic meet ings will-be held.to determine in further detail what specific corrective actions will be taken by. CECO as. vc11 as the time frame for completion. During these periodic recetings, significant events-and trending of performance indicators will be discussed.
