Inspection Summary Inspection on December 7, 8, and 14, 1977 (Report 50-010/77-37; 50-237/77-34; 50-249/77-32)

Areas Inspected: Special annour.ced Confirmatory Measurements Inspection including collection'of liquid waste, particulate filter, charcoal

adsorber and offgas waste samples for future comparative analyses, and initial use of the RIII Mobile Van for preliminary counting of samples. The inspection involved 15 inspector-hours onsite by one NRC inspector.

The inspector also interviewed eleven other licensee employees, including members of the chemistry and health physics staff and members of the security force, during the course of the inspection.

Confirmatory Measurements Program The Confirmatory Measurements inspection consists of a test of

the licensee's capability to measure radioactivity in actual or simulated effluent samples by comparing the licensee's measure-ments with those of the NPC's Reference Laboratory. The two

laboratories perform measurements on the same samples, or on

duplicates or splits of the same samples. The measurements made by the NRC Laboratory are referenced to the National Bureau of Standards' radioactivity measurements systems by laboratory intercomparison.

A discussion of the Confirmatory Measurements Program was presented in a letter dated September 3,1976, from Mr. J. G. Keppler, Director, RIII, USNRC, to the Commonwealth Edison Company.

Collection of Sampics The inspector collected liquid and gaseous waste, particulate filter and chateoal adsorber samples from the licensee for r < bsequent comparative analyses.- The inspector noted that the licensee has

i not yet made the modifications for collecting liquid samples agreed j

to in the previous inspection.1 A work order has been placed to improve this sample collection method. This item will be examined l

in a subsequent inspection.

the samples collected using the RIII gamma spectrometry system in the RIII mobile van at the site. The samples collected were i

shipped to the NRC Reference Laboratory for definitive analysis.

The results of the comparative analysis will be reported in a j

subsequent inspection.
