General

This inspection was a review of the Generating Station Emergency Plan (GSEP), dated October 4, 1976, which had replaced previous
,,
emergency plans. The 1976 GSEP and the associated emergency plan implementing procedures (EPIPs) and Technical Specifications were used as primary criteria for this inspection.
Documentation pertaining to various aspects of emergency preparedness including medical arrangements, training, tests and drills, letters of agreement and coordination with offsite support agencies, was reviewed. A number of the offsite support agencies listed in EPIPs were either contacted by phone or visited by the inspector. Selected first aid facilities, supplies, equipment and instrumentation planned for used in the event of an emergency at the plant _ and at the offsite hospital were examined. Program management function including review, audit and update was reviewed and discussed.

Revisions to CSEP-Under the direction of the GSEP coordinator, the GSEP has been up-dated on October 4,1976. Certain pages in Section 4 have also been updated on December 30, 1976, which include provisions for evacuation of offsite persennel using the Environmental Protection Agency's protective action guidelines for dose levels for evacuation.

In checking the distributien of the changes to the GSEP, the inspec-

tor found the copy of GSEP and the telephone directory in the Dresden Nuclear Power Station's control room to be out-of-date except for the pages 4-5, 4-9, and 4-10, in Seccion 4 mentioned above.
Con-trary to Section VI of Appendix B to 10 CFR Part 50 the licensee's failure to assure that the changes to the GSEP and telephone directory had been distributed and incorporated into the copy of these documents in the licensee's control room constitutes an item of noncompliance. This item will be examined during a sub-sequent inspection.

Agreement and Coordination with Offsite Agencies
Representatives of the offsite agencies listed in Paragraph 1 above were either contacted by phone or visited by the inspector during this inspection. The discussions concern the degree of involvement, frequency of contact, participation of licensee-sponsored drills or training and the level of understanding of respective roles in emergency support.
The inspector found that all offsite support agencies considered that the licensee had maintained close coordination and contact with the support agencies. All agencies were found to have updated copies of the 1976 GSEP. Representatives from many agencies 1,
participated in a coordination meeting' held.at the plant on October 22, 1976.

During 1976, the licensee updated his letters of agreement with the majority of the offsite support agencies.
In January 1977, a letter

requesting agreement was sent to the Tri-County Ambulance Service which is the back-up service to the Coal City Emergency Squad

Ambulance Service. Upon investigation, the inspector found that the Tri-County Ambulance Service would respond favorably to the licensee's request.

The inspector also noted that an emergency relocation plan for Grundy and Will Counties had been developed and coordinated by the Grundy County Emergency Services and Disaster Agency in the event of an offsite evacuation of the public.

Examin-ation of the Dresden mobile trailer had indicated that it had been inventoried quarterly. A new neutron detector had been obtained for the mobile trailer. The inspector also found that the supplies

6.
Monitoring Systems and Survey Instruments Means for monitoring and determining the significance of potential releases of radioactivity were discussed with the licensee repre-sentatives. Selected instrumentation including stack and ventila-tion monitors, liquid effluent monitars, area monitors and meteorological instrumentation, survey team portable instrumentation and other decisional aids were examined. The process, survey monitors, and radwaste instrumentation were found to be operable and functioning properly. ' Calibration checks and documentation were also reviewed.
All portable emergency instrumentation was found to have posted cal-ibration dates. The inspector also observed new readout equipment in the licensee's headquarters office for telemetering meteorological data from all his meteorological towers at different plant sites.
Within the next several conths, the licensee plans to install new readout equipment to telemeter data from the meteorological instru-mentation at the 35, 50,150- and 300- foot elevations on the tower into the Dresden control room. This item will be examined during a subsequent inspection.

Offsite Ambulance and Medical Treatment Facilities

The inspector visited the Coal City Emergency Squad where three ambulances are available for emecgency.
In addition an agree-ment with the Tri-County Ambulanci Service is pending; a letter requesting agreement has been sen'. to the Tri-County Ambulance Service on January 21, 1977.

Discussions were also held with the Administrator for the St.
Joseph Hospital in Joliet, Illinois, the licensee's designated

primary offsite medical facility.
The licensee has maintained close contact and. coordination with the hospital.
In addition, the inspector found that the emergency cart at the hospital, which the licensee maintains, had available the required emergency and decontamination supplies. The licensee has also made arrangements for a tertiary care facility for radiation accidents at Northwestern Memorial Hospital.

Training

Onsite Training

The inspector reviewed the training records for new and experienced employees, and it appears that the training requirements outlined in Section 9.3 of CSEP are being followed. New employees also received a 10-hour first-aid training course. The licensee is planning to use the Bureau of Mines course for first-aid training of the radiation protection personnel. The employees also participate in tests and drills. A video tape from the medical drill conducted in July 1976 has been used for training purposes.

Offsite Training A coordination meeting with offsite support agencies was held on October 22, 1976, to discuss GSEP, various kinds of accidents and methodology on handling radiation accidents, relocation and

evacuation of onsite and offsite personnel, letters of agreement i
and fire protection. Training courses for the Coal City Fire Department were offered by the licensee.
The medical drill directed by the licensee's contractor, Radiation Management Corporation, was held in July 1976 cnd also involved the medical doctors and nurses at the St. Joseph's Hospital as well

Tests and Drills The inspector reviewed documentation indicating that the licensee has conducted quarterly emergency drills in accordance with the Technical Specifications and Section 9.2 in GSEP. The drills were observed by the emergency coordinator who prepared the necessary documentation and pointed out the deficiencies noted during the drill.
Recommendations to resolve the deficiencies were proposed and entered into the licensee's action item tracking system. These items are not removed from this system until they are completed. The inspector alsoobservedthegydicaldrillinJuly,1976asdiscussedinaprevious inspection report.

Implementing Procedures As pointed out in a previous inspection report,9/ the licensee has completed and approved the Dresden Nuclear Power Station EPIP's as listed in Section 10 of GSEF.

11.
Onsite Function and Quality Assurance Audits The inspector reviewed the audits conducted by the onsite audit function and the Quality Assurance Department in regards to emergency planning and preparedness. The licensee has carried out the audit recommendations for improvement in updating the telephone directory in October 1976, and in revising the Quarterly GSEP Trailer Inventory in December 1976.
