Licensee Action on Previous Inspection Findings (Closed) Noncompliance (010/76-19): Failure to comply with the requirements of a NRC order for Dresden Unit 1 dated June 23, 1976.
The inspector determined that methods to denote special licenses and federal regulation requirements are now in place.

Corporate Office Inspection On May 23, 1977, the inspectors met with members of the Commonwealth Edison Company corporate staff for discussion and exchange of information in the following areas:

Bulletins Contingency Plans for Nonroutine Events Nuclear Fuel Services Functions An exit interview was held with Mr. R.
Bolger, Assistant Vice President, Licensing and Environmental Affairs, at the conclusion of this inspection. No significant concerns were identified.
4.
Reviews and Audits The inspector reviewed the records relating to onsite and offsite review committee meetings and determined that meeting frequency requirements had been met, quorum requirements had been satisfied, proposed tests and experiments which affect nuclear safety or whose performance may constitute an unreviewed safety question as defined in 10 CFF 50.59 were reviewed as required, violation of facili y Technical Specifications were reviewed as required and t
proposed changes to the Technical Specifications were reviewed in accordance with the facility Technical Specifications. No items of noncompliance or deviations were identified.
A review of the records relating to all offsite audits conducted during the previous year verified that audits were conducted in accordance with written procedures and checklists, by trained personnel not having direct responsibility in the area being audited, audit results were documented and reviewed by site mangement and corporate management, followup action has been initiated and audit frequency was in conformance with the

Technical Specifications. No concerns were identified.
5.
Organization and Administration A review of the licensee's onsite organization structure was con-ducted to determine that personnel qualification levels are in conformance with the Technical Specifications, authorities and responsibilities are as delineated in the Technical Specifications, operating crew composition and licensed personnel requirements are in compliance with Technical Specifications, onsite and offsite review committee membership qualifications are satisfactory and licensee organization and structure changes have been reported to the NRC.
No items of noncompliance or deviations were identified.

Review of Licensee Plans for Coping with Strikes In discussions with licensee management and in a review of the

licensee's contingency plan the inspector determined that the licensee has provided methods to ensure that continued safe operation of the plant will be accomplished in the event of a walk out by union personnel. No significant concerns were

identified.

Review of Licensee Event Reports (Units 1, 2, and 3)
The following Licensee Event Reports were reviewed in-office. No concerns were identified.
Unit-1 LER 77-3, Incore flux amplifier tripped high.
LER 77-11, Scram dump tank level switch, LS264 failed.
Unit-2 LER 77-7, IRM tripped high.
LER 77-8, Mainsteam isolation switch tripped low.
LER 77-14, CRD No. H-8 uncoupled.

LER 77-15, CRD No. L-5 uncoupled.

LER 77-16, "B" recire suction valve failed open.
LER 77-18, "A" off-gas monitor failed.
LER 77-17, "E" TIP valve failure.
Unit-3 LER 77-4, MSL high flow isolation switch failed.
LER 77-5, APRM #3 and 6 with high RBM set points.
LER 77-7, U-3 Diesel Generator failure.
LER 77-11, Reactor building vacuum breaker failed to open.
8.
Exit Interview The inspector met with licensee representatives (deonted in para-graph 1) at the conclusion of the inspection on May 27, 1977.
The inspector summarized the scope and findings of the inspection. The licensee representatives made no comment to the items discussed by the inspector.
