NVY 06-028, dated March 2, 2006 This letter provides information pursuant to License Conditions established in connection with the application by Entergy Nuclear Vermont Yankee, LLC and Entergy Nuclear Operations, Inc.

(Entergy) for a license amendment (Reference 1, as supplemented and approved by Reference

2) to increase the maximum authorized power level of the Vermont Yankee Nuclear Power Station from 1593 megawatts thermal (MWt) to 1912 MWt.

License condition 3.M.6 requires that the results of the Steam Dryer Monitoring Plan (SDMP) be submitted to the NRC in a report within 60 days following completion of all power ascension testing. In addition, License Conditions 3.M.2.c, 3.M.2.f require that Entergy, after reaching 120% of original licensed thermal power, obtain measurements from the main steam line strain gauges and establish the steam dryer flow-induced vibration load fatigue margin, update the steam dryer stress report, reestablish the SDMP limit curve with the updated acoustic circuit model load definition and revised instrument uncertainty values, develop the final steam dryer load definition and submit this information to the NRC.

BVY 06-056 Docket No. 50-271 Page 2 of 3 The required information is provided in the following attachments which have been updated to reflect operation at full EPU conditions. Attachment 1 provides Revision 4 of the SDMP which has been reviewed in accordance with License Condition 3.M.4 and determined to not need prior NRC approval. Attachment 2 provides General Electric Company (GE) report GE-NE-0000-0054-1378P-RO, "Vermont Yankee Nuclear Power Station Steam Dryer Stress Analysis at Extended Power Uprate Conditions." The report contains information that GE considers proprietary and requests that the proprietary information in the report be withheld from public disclosure in accordance with 10CFR9.17 and 10CFR2.390. An affidavit supporting this request is provided as Attachment 3. The NRC may duplicate this submittal for the purpose of internal review. A non-proprietary version of the GE report is included as Attachment 4.
