SUMMARY

OF OCTOBER 30, 2003, CATEGORY 1 MEETING WITH ENVY AND ENO, TO DISCUSS ARTS/MELLLA, ALTERNATE SOURCE TERM, AND EXTENDED POWER UPRATE APPLICATIONS (TAC NOS. MB8070, MC0253, AND MC0761)

On October 30, 2003, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives from ENVY and ENO (the licensees), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensees Average Power Range Monitor, Rod Block Monitor Technical Specifications/Maximum Extended Load Line Limit Analysis (ARTS/MELLLA),

Alternative Source Term (AST), and Extended Power Uprate (EPU) applications.

The licensee provided a brief summary of their AST and EPU applications along with application submittal dates, including MELLLA+, with desired NRC safety evaluation completion dates. (See the Agencywide Documents Access and Management System (ADAMS)

The licensee will review their Appendix J exemption request, submitted as part of their AST application, to ensure the need for the request. The staff indicated that questions regarding the licensees use of the standby liquid control (SLC) system in their AST application may be available in about a month as the staff completes its generic review of the issue. The staff indicated that they will soon issue a request for additional information, as previously discussed with the licensee, regarding questions related to the AST application outside of the SLC issue.

The staff also asked the licensee to review their exemption request for Appendix J (which was part of the AST application) to confirm the applicability of their reference to another licensees exemption.

The NRC staff queried the licensee about several issues, including the apparent lack of completeness and level of detail in their technical and regulatory evaluation of the EPU application, and the need for quality documents along with timeliness of products so that the staff can maintain the review schedule. The staff will provide the licensee examples of the lack of completeness which was highlighted by several of the reviewers from various technical branches. The licensee stated that the steam dryer report(s) relating to EPU will be submitted in the near future. The staff is continuing its acceptability review of the EPU application.

The licensee and the NRC staff stated that they are continuing to review the concern regarding setpoint methodology for ARTS/MELLLA and EPU. It was noted by the staff that schedules for the completion of their review are impacted as this issue remains unresolved.
