OF MAY 9, 2005, CATEGORY 1 MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC. TO DISCUSS THE EXTENDED POWER UPRATE APPLICATION FOR VERMONT YANKEE NUCLEAR POWER STATION (TAC NO. MC0761)

On May 9, 2005, a Category 1 meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of Entergy Nuclear Operations, Inc. (Entergy) at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was for Entergy to provide information on their recent submittals to the NRC regarding the proposed extended power uprate for the Vermont Yankee Nuclear Power Station (VYNPS). The list of attendees for the meeting is enclosed.

Mr. Cornelius Holden, Project Director for Project Directorate I in the NRCs Office of Nuclear Reactor Regulation (NRR) Division of Licensing Project Management (DLPM), provided introductory remarks. Mr. Holden explained that the NRC staff had not had time to fully review the recent Entergy submittals, but are interested in hearing Entergy's comments on the issues addressed in the submittals.

Mr. John Dreyfuss, Entergy's Director of Engineering at VYNPS, provided introductory remarks on the state of Entergy's analyses performed for the power uprate, especially the recent work done on steam dryer analyses. Mr. Craig Nichols, Entergy's VYNPS power uprate Project Manager, provided an overview of the information to be discussed during the meeting.

Mr. Brian Hobbs covered details of the steam dryer analyses, as described in the Entergy slide presentation. The Entergy slide presentation is available in the NRC's Agencywide Documents Access and Management System's (ADAMS) Public Electronic Reading Room on the Internet at the NRC Web site, www.nrc.gov, as ADAMS Accession No. ML051510256.

The NRC staff asked how the information related to the Quad Cities steam dryer analyses applied to VYNPS. Entergy responded that they had been in contact with Exelon on the Quad Cities steam dryer analyses and had applied the lessons-learned to the VYNPS analyses.

Entergy also stated that their models show the stress levels are lower on the VYNPS steam dryer compared to the Quad Cities steam dryer. The NRC staff also discussed NRC reviews that were in progress on methodologies used by General Electric to produce thermohydraulic and neutronic analyses for power uprates. These reviews will likely result in requests to VYNPS for additional information related to the power uprate analyses performed by General Electric.

Members of the public were in attendance. During the public comment period following the meeting, Mr. Raymond Shadis, representing the New England Coalition, discussed Entergy's written responses to the NRC's requests for additional information. Mr. Shadis said that, in his opinion, Entergy had not met appropriate industry and technical standards in their responses to the NRC's questions. Mr. Shadis felt that many of Entergy's responses used subjective generalities to respond to specific NRC questions, which did not fully answer the question. No Public Meeting Feedback forms were received by the NRC staff. There were no action items resulting from this meeting.
