Gentlemen:

The purpose of this letter is to withdraw Carolina Power & Light (CP&L) Comp _.ny's pending r: quest for exemption to 10 CFR 50, Appendix R dated August 31,1995 (Serial:

BSEP 95-0378), as supplemented on January 10,1996 (Serial: BSEP 95-0659), and November 21,1996 (Serial: BSEP 96-0354). l CP&L's overall resolution of the Thermo-Lag issue at the Brunswick Steam Electric Plant (BSEP) has been contingent upon approval of this exemption request. As a result of withdrawing  ;

this exemption request, CP&L will now implement modifications to resolve the Thermo-Lag i issue at the BSEP. In order to allow orderly planning and implementation of these modifications, CP&L will complete those changes requiring a plan: outage during the Unit I refueling outage l currently scheduled to begin in February 2000 (i.e., Bil3RI), and during the Unit 2 refueling outage currently scheduled to begin in February 2001 (i.e., B215RI). Non-outage portions of the modifications will be implemented within 60 day s of completion of each refueling outage.

Overall resolution of the Thermo-Lag issue at the BSEP will be achieved within 60 days of completion of the B215R1 outage.
