Dear Sir:

In accordance with Reference 1, Florida Power Corporation (FPC) committed to provide the NRC with a copy of the proposed final revision of emergency operating procedure EOP 08, "LOCA Cooldown." Please find attached a copy of the proposed Revision 5 of EOP-8. This completes FPC's response to Reference 2 which contained a request for additional information (RAl) pertaining to operator actions described in emergency operating procedures (EOPs) involving mitigation of certain small break Loss of Coolant Accident (LOCA) scenarios.
