Subseauent Failure to Submit a Special Renort as Reauired by Technical Snecifications Pursuant to 10CFR50.73, Houston Lighting & Power (HL&P) submits the attached Unit 1 Licensee Event Report 95-007 regarding a Seismic Monitor inoperable for greater than 30 days and subsequent failure to submit a Special Report as required by Technical Specifications. This event did not have an adverse effect on the health and safety of the public.

The attached Licensee Event Report will also serve as the Special Report required by Technical Specification 3.3.3.3.a.
