Docket No. 50-361 Prompt Report and 14-Day Follow-Up Report Licensee Event Report No.82-160 San Onofre Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Technical Specifications 6.9.1.12.b to Operating License NPF-10 for San Onofre Unit 2, and confirms our December 15, 1982 prompt notification to the NRC of a reportable occurrence involving Limiting Condition for Operation (LCO) 3.3.3.8 associated with the Radioactive Liquid Effluent Monitoring Instrumentation. This letter also represents the required follow-up report and forwards the associated Licensee Event Report (LER), No 82.-160.

On December 1,1982 while in Mode 1, the Turbine Building west sump pumps were cleared for repairs. Temporary pumps were installed to pump down the sump. The flow paths bypassed radiation monitor 2RT-7821, thus rendering it inoperable. LC0 3.3.3.8 Action b allows continued

,i operations for up tc 30 days providing that at least once per 8 hou.rs grab samples are collected and analyzed. Such samples were not taken between December 1,1982 and December 6,1982, when the temporary path was removed and 2RT-7821 restored to operable status. This was identified on December 14, 1982 during routine review of Station Incident Reports (SIR's).

R. H. Engelken December 16, 1982 The cause of this event was an administrative failure in that appropriate Effluent Monitoring personnel were not notified of the temporary pump installation. Corrective action to prevent recurrence will include a memorandum to operators emphasizing the need to recognize the impact of temporary modifications in any effluent release path that could potentially render a radiation monitor inoperable and to assure that all additional sampling requirements called for by the Technical Specifications are performed.

Public health and safety were not affected by this event since grab samples were taken once a day (instead of every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />) and indicated no abnormal radioactivity levels.
