Engelken (NRC) dated December 30, 1982, "24-Hour Confirmation Letter, Licensee Event Report No.82-150" Pursuant to Section 6.9.1.12 of Appendix A, Technical Specifications to Facility Operating License NFP-10 for San Onofre Unit 2, this submittal provides the required 14-day written follow-up report and copy of the Licensee '

i Evant Report (LER) No.82-150, regarding the improper installation of a valve l

in the Liquid Radwaste Monitor RT-7813.

On December 27, while perfrrming maintenance on the Liquid Radwaste Monitor RT-7813 sample line, a Kerotest valve installed on the outlet side of the radiation detector was observed to have the flow indicator arrow-pointing back toward the detector. On December 29, it was confirmed that the valve was incorrectly installed, and flow through the monitor was thereby restricted.

Pursuant to Technical Specification 3.3.3.8, the monitor was declared inoperable and the required compensatory sampling program was initiated. On l Dc-cember 30, the valve was physically realigned, the monitor was flushed and cleaned, and was returned to operable status.

Subsequent investigation of maintenance and installation records indicates the valve was installed improperly. A physicai inspection of all Kerotest i

t valves associated with the Radiation Monitoring System is being conducted to verify correct installation position. This inspection progra.. will be completed by February 1,1983.

,e Mr. R. H. Engelken January 12, 1983 A review of all liquid release records for Unit 2 was conducted. It has been confirmed that representative grab samples were taken and analyzed from all liquid process collection points prior to discharge. No effluent releases have exceeded Technical Specification limits.

There was no impact on the health and safety of the public or environment as a result of this event.
