Docket No. 50-361 30-Day Report Licensee Event Report No.82-148 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Section 6.9.1.13b of Appendix A Technical Specification to Operating License NPF-10 for San Onofre, Unit 2, this submittal provides the required 30-day written report and copy of Licensee Event Report (LER) for an occurrence involving the Salt Water Cooling System (SWCS) on October 18, 1982. This event was determined to be reportable after review of Station Incident Reports (SIR's) on December 8,1982.

A completed copy of LER 82-148 addressing this event is enclosed.

On October 18,1982, at 0213 while in Mode 4, SWCS pump 2Pll2 (Train A) was secured due to a high differential pressure on Component Cooling Water (CCW) heat exchanger E-001 (Train A). However, when the operator attempted to reenergize the pump, it would not restart.

Limiting Condition for Operation (LCO) 3.7.4 requires two independent salt water cooling loops to be operable while operating in Modes 1 through 4.

With one loop inoperable, the Action statement associated with LC0 3.7.4 allows operations to cor.tinue up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> before a plant cooldown is required. The second Train A pump 2P307, located in Unit 3 intake structure, was started at 0218 restoring Train A operation and satisfying the LCO.

The cause for failure of pump 2Pil2 was grounding of an electrical wire in the DC control circuit.

The ground was cleared and the pump was returned to service.

No other actions to prevent recurrence are planned as this was an isolated event.
