Subject: Docket No. 50-361 30-Day Report Licensee Event Report No.82-147 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Section 6.9.1.13.b of Appendix A Technical Specification to Operating License NPF-10 for San Onofre Unit 2, this submittal provides the required 30-day written report and copy of Licensee Event Report (LER) for an occurrence involving the Condensate Storage Tank T-120 low water level.

Limiting Condition for Operation (LCO) 3.7.1.3 requires the Condensate Storage Tank T-120 to be operable in Modes 1, 2, and 3 with a contained water volume of at least 280,000 gallons. On December 1,1982, at 1530 while in Mode 1, the water level in tank T-120 dropped below this required limit, the tank was declared inoperable, and the Acticn statement asso-ciated with LC0 3.7.1.3 was entered. This Action statement requires the inoperable tank to be returned to service within four hours or cooldown must be initiated.

The lowering of Tank T-120 level below the required limit was caused by an improper valve lineup resulting in water usage in excess of make-up capability during a condenser hot well flushing operation.

Corrective measures included restoring proper valve lineup and refilling the tank to bring the water level to the required limit. The tank was declared operable within the allowable time on December 1,1982, and the LC0 satisfied.

Corrective actions to prevent recurrence will include refresher training for operators on condenser hot well level control system operations.

Also, an engineering evaluation to implement an automatic level control system is under way. The completion date for this evaluation Fas not been established. However, when the date is established, the LER will be revised.
