Dear Sir:

Subject:

Docket No.50-361 30-Day Report Licensee Event Report No.82-134 San Onofre Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Sect ion 6.9.1.13b of Appendix A to Facility Operating License NPF-10. It describes a reportable occurrence involving Limiting Condition for Operation (LCO) 3.4.5.1.c associated with the Reactor Coolant Leakage Detection System. A completed copy of LER 82-134 is enclosed.

On October 24, 1982, while in Mode 1 during surveillance testing in accordance with S023-3-3.26, Containment Airborne Monitor 2RT-7804-1 failed to meet its surveillance requirements due to high sample flow and was declared inoperable. Since the redundant monitor 2RT-7807-2 was out of service, the Action Statement associated with LC0 3.4.5.1.c was invoked.

As required by this Action Statement, grab samples of containment atmosphere were obtained and analyzed at least once per 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
during the inoperability of the monitor.

Subsequent investigation revealed that monitor high sample flow was caused by instrument drift in the sample pump flow controller. The

controller was adjusted and the monitor recalibrated and declared

! operable in accordance with S023-3-3.26 at 2140 on October 26, 1982.

l This was an isolated occurrence and no further corrective action is l warranted.
