Dear Sir:

Subject:

Docket No. 50-361 30-Day Report Licensee Event Report No.82-132 San Onofre Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Section 6.9.1.13b of Appendix A to Facility Operating License NPF-10.

It describes a reportable occurrence involving Limiting Condition for Operation (LCO) 3.3.4 associated with the Turbine Overspeed Protection System (T0PS). A completed copy of LER 82-132 is enclosed.

While in Mode 1, on October 23, 1982, turbine generator voltage regulator testing in accordance with Startup Procedure 2PA-611-01 was in progress.

Due to failure of turbine stop valve 2VV-2200E to close fully, the valve was declared inoperable at 1545 and LC0 3.3.4 Action Statement a was invoked. As required by this Action Statement, the valve was secured in its closed position, isolating the turbine from the affected steam lead.

The inability of the valve to close fully was investigated and the problem was identified as failure of the electro-hydraulic servo-mechanism which controls the actuation of the valve. This assembly was replaced and the valve was declared operable in accordance with S023-3-3.34 at 1355 on October 24, 1982.
