| Description | Title 10 CFR Part 50, Appendix B, Criterion III, Design Control, requires, in part, that the licensee provide for verifying or checking the adequacy of design, such as by the performance of design reviews, by the use of alternate or simplified calculational methods, or by the performance of a suitable testing program. Contrary to the above, as of November 24, 2015, the licensee failed to verify the adequacy of the ECCS vent designs. Specifically, the licensee did not verify that the ECCS vent designs were adequate. As a result, some vents were inadequate to remove gas that accumulated in excess of the applicable design limits. The licensee captured their concern in their CAP as AR 01482500 and AR 01465114, and initiated actions to add and/or modify the vents. The inspectors determined the finding could be evaluated using the SDP in accordance with IMC 0609, SDP, Attachment 0609.04, Initial Characterization of Findings. Because the finding impacted the Mitigating Systems cornerstone, the inspectors screened the finding through IMC 0609 Appendix A, The SDP for Findings At-Power, using Exhibit 2, Mitigating Systems Screening Questions. The finding screened as of very low safety significance (Green) because it did not result in the loss of operability or functionality of mitigating systems. Specifically, the licensee evaluated the voids that could not be vented and reasonably determined they did not result in loss of operability. |
