In Reference 1, Exelon Generation Company, LLC (EGC) requested an amendment to Facility Operating License (FOL) No. NPF-62 for Clinton Power Station (CPS), Unit 1. The proposed amendment is a request to revise Technical Specification (TS) 5.5.13, "Primary Containment Leakage Rate Testing Program" to allow for the permanent extension of the Type A Integrated Leak Rate Testing (ILRT) and Type C Leak Rate Testing frequencies.

In Reference 2, EGC requested an amendment to FOL No. NPF-62 for CPS, Unit 1. The proposed amendment is a request to revise TS Limiting Condition for Operation (LCO) 3.10.1, "Inservice Leak and Hydrostatic Testing Operation," and the associated TS Bases, to expand its scope to include operations in which reactor coolant system temperature exceeds 200°F as a

Nuclear Regulatory Commission Page 2 consequence of maintaining reactor pressure for inservice leak and hydrostatic testing or as a consequence of maintaining reactor pressure for scram time testing initiated in conjunction with an inservice leak or hydrostatic test when the initial test conditions are below 200°F, while considering operational conditions to be in Mode 4.

In Reference 3, EGC notified the NRC that it had decided to cease operations at CPS, Unit 1 by June 1, 2017. Given this notification, EGC is evaluating the need for the Reference 1 and Reference 2 license amendment requests (LARs). Therefore, EGC requests that the NRC temporarily suspend its review of the two LARs until EGC is able to complete this evaluation.

EGC expects that this evaluation will be completed prior to the end of 2016.

EGC is notifying the State of Illinois of this request for a temporary suspension of NRC review of the Reference 1 and Reference 2 LARs by transmitting a copy of this letter to the designated State Official.
