dated March 2, 2020 In Reference 1, the NRC sent a letter to licensees who participate in the NRC's voluntary security clearance program (VSCP) for access to classified information under the National Industrial Security Program. Reference 1 requires, within 180 days of the date of the letter, affected licensees to establish an Insider Threat Program (ITP) and submit a revised Standard Practice Procedures Plan (SPPP) that contains new commitments for the establishment of the ITP.

Exelon Generation Company, LLC (EGC) has established an ITP that meets the four minimum standards specified in Reference 1. Attachment 1 provides revised SPPPs for each EGC facility that currently participates in the NRC's VSCP. September 13, 2021 U.S. Nuclear Regulatory Commission Page 3 Square Corporate Office is designated as the ITP Senior Official (ITPSO) for EGC's 12 operating reactor sites and two Corporate Office locations (i.e., Cantera Corporate Office and Kennett Square Corporate Office).

Paragraph (c) of 10 CFR 95.19, "Changes to security practices and procedures," requires licensees to update the NRC facility clearance every five years either by submitting, to the NRC Division of Security Operations, a complete SPPP or a certification that the existing plan is fully current. EGC has determined that the SPPPs provided in Attachment 1 satisfy this five year requirement since a complete SPPP is provided for each EGC facility that currently participates in the NRC's VSCP.

In accordance with 10 CFR 95.17, "Processing facility clearance," EGC is also advising the NRC of recent organizational changes that affect the Owners, Officers, Directors, and Executive Personnel (OODEP) lists. Attachment 2 supplements the Reference 2 submission and provides updated OODEP lists for Exelon Corporation; EGC; Calvert Cliffs Nuclear Power Plant, LLC; Nine Mile Point Nuclear Power Plant, LLC; R.E. Ginna Nuclear Power Plant, LLC; and Exelon FitzPatrick, LLC.

Exelon FitzPatrick, LLC owns the James A. FitzPatrick Nuclear Power Plant located at 268 Lake Road, Oswego, New York 13126. Exelon FitzPatrick, LLC is wholly owned by EGC. contains sensitive security related information. In addition, portions of contain Personally Identifiable Information that, if made public, would constitute a clearly unwarranted invasion of personal privacy. Accordingly, it is respectfully requested that the information in Attachment 1 be withheld from public disclosure in accordance with 10 CFR 2.390, "Public inspections, exemptions, requests for withholding," paragraph (d)(1), and the information in Attachment 2 be withheld from public disclosure in accordance with 10 CFR 2.390(a)(6).
