TASKING IN RESPONSE TO THE CONCERNS PERTAINING TO GAS TRANSMISSION LINES NEAR THE INDIAN POINT NUCLEAR POWER PLANT - FOLLOW-UP ACTIVITIES -

AGENCY LEVEL This tasking follows my review of your April 8, 2020, report: U.S. Nuclear Regulatory Commission (NRC) Expert Evaluation Team on Concerns Pertaining to Gas Transmission Lines Near the Indian Point Nuclear Power Plant, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20100F635). I found the Evaluation Teams review to be thorough and well documented. I accept the Evaluation Teams recommendations and conclusions, as noted in my memorandum transmitting the report to the Commission (ADAMS Accession No. ML20099F775).

I am tasking you to take the following actions:

1. Coordinate with the Director of the Office of Nuclear Reactor Regulation (NRR) and Region I on a staff communication to Entergy to revisit the assumptions Entergy made in its hazard analysis regarding the consequences of a postulated rupture of the 42-inch Algonquin Incremental Market pipeline and update its analysis, if needed. That communication should state that within 1 month of receipt, Entergy should provide a schedule for response.
2. Lead the agencys efforts to address the process and practice improvements identified by the Evaluation Team, coordinating with the offices that have responsibility for carrying out the programs. Specifically, you and the respective offices are tasked to improve processes and practices for peer reviews of technical products, inspection support, petition reviews, pipeline analysis, and coordination with other agencies.

Actions in these areas will be executed by the appropriate offices after plans have been coordinated through you. You are to review all associated plans within 1 month of the date of this memorandum, and all actions are to be complete within 1 year. Any actions requiring more than 1 year to complete must be coordinated with me.

3. Review the issues noted in Section 6.3, Future Analysis and Activities, of the report, which lists requests by outside parties that were beyond the scope of the Evaluation Teams 45-day review. Within 2 weeks, you are to brief me on the actions needed in response to these requests.

D. Skeen You should provide me with periodic updates on your actions regarding these three taskings.

You will continue to have access to NRC staff who were part of the Evaluation Team.

Additional staff can be made available to support this high priority tasking. You should also engage external individuals to the extent that they might be helpful and depending on their availability.
