ASSESSMENT FOLLOW-UP LETTER FOR KEWAUNEE POWER STATION

Dear Mr. Heacock:

As a result of our continuous review of plant performance, which was completed on April 4, 2013, the NRC updated its assessment of Kewaunee Power Station. The NRC's evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRC's assessment of your facility. This letter supplements, but does not supersede, the annual assessment letter issued on March 4, 2013.

On April 4, 2013, the NRC sent you a letter that stated the final significance determination of an inspection finding in the Emergency Preparedness Cornerstone (ML13094A270) which was of low to moderate safety significance (White). The finding involved your staff's failure to restore the capability to classify emergency action levels (EALs) RG1.1, General Emergency, and RS1.1, Site Area Emergency as a result of the loss of System Particulate, Iodine, and Noble Gas (SPING) indication on the Plant Process Computer System (PPCS) and Radserv stations from February 28, 2011, until March 30, 2011.

The NRC has determined that performance at Kewaunee Power Station was in the Regulatory Response Column of the Reactor Oversight Process Action Matrix beginning the 4 th quarter of 2012. The NRC will conduct a supplemental inspec tion to review the actions taken to address the performance issues using Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area." The objectives of this supplemental inspection

are to determine whether or not the root causes and contributing causes of risk-significant performance issues are understood, determine whether or not the extent of condition and extent of cause of risk significant performance issues are identified, and determine whether or not your corrective actions for risk-significant performance issues are sufficient to address the root and contributing causes and prevent recurrence. We do not currently plan on scheduling the supplemental inspection until you notify us of your readiness for the inspection. We may decide to conduct the inspection earlier if we determine that you are not being timely in addressing the performance issues.
