TheOPERABILITY ofthissysteminconjunction withcontrolrocmdesignprovisions isbasedonlimitingtheradiation exposuretopersonnel occupying thecontrolroomto5remorlesswholebody,oritsequivalent.

Thislimitation isconsistent withtherequirements ofGeneralDesignCriteria10ofAppendix"A",10CFR50.3/4.7.8ECCSAREAVEHTILATIOH SYSTEMTheOPERABILITY oftheECCSareaventilation systemensuresthatradioactive materials leakingfromtheECCSequipment following aLOCAarefilteredpriortoreachingtheenviroreent.

Theoperation ofthissystenandtheresultant effectonoffsitedosagecalculations wasassumedintheaccidentanalyses.

Thelimitations onremovable contamination forsourcesrequiring leaktesting,including alphaemitters, isbasedon10CFR70.39(c)limitsforplutonium.

Thesecylinders werestoredatthechlorina-tionfacilitylocatedwithintheplantperimeter.

Inordertoprovidecontrolroomoccupants protection againstanaccidental chlorinerelease,seismicCategory1chlorinedetectors wereinstalled atthecontrolrocmoutsideairintakes.Althoughthemainsourceofchlorineforwhichadequate'protection waspro-vidednolongerexists,thereremainsasmallerquantityofchlorinestoredoffsitenearthesewagetreatment facilityandthecitywaterstoragetanks.Thischlorine, storedin150-lb.cylinders, isthesourceusedintheevalu-ationoftheconsequences ofapostulated accidental releasefrcma150-lb.cylinderontheSt.LucieUnit1controlroomhabitability.

Inthisevaluation itisassumedthat25percent(38lb.)oftheclosest150-lb.cylindercontentsisreleasedinstantaneously.

Thesizeanddiffusion ofthecloudaremodeledbasedontheguidancegiveninRegulatory Guide1.78.Nocreditistakenforthepresenceofthechlorinedetectors andconsequently, thenormalairexchangebetweentheoutsideenvironsandthe,controlrocmcontinues.

Theresultsoftheevaluation

.showthatthemaximumchlorineco'ncentration inthecontrolroomis4.9ppmwhereastheR.G.1.78toxicitylimitis15ppm.Giventheconservative natureoftheevaluation andtherelatively smallpeak.controlroomconcentration, the150-lb.chlorinecylinders donotconstitute asourcewhichwouldrequirehavingqualified detectors atthecontrolrocmairintakes.
