pxogramforplantmodifications,operationsandmaintenancearedelegatedtotheAEPSCseniorvicepresidentnucleargeneration.Intheoperationofanuclearpowerplant,thelicenseeisrequiredtoestablishclearanddirectlinesofresponsibility,authorityandaccountability.Thisxequixementisapplicabletotheorganisationprovidingsupporttotheplant,aswe11astotheplantstaff.TheresponsibilityforthesupportofCookNuclearPlantrestswiththeAmericanElectricPowerNuclearOrganisation(AEPNO)whichincludestheonsiteandoffsiteAEPoxganisationsthatadminister,operate,maintain,andmodifytheplant.TheAEPSCseniorvicepresidentnucleargenerationhaspxWmxyresponsibilityforCook:NuclearPlant.AllAEPNOdivisionsanddepartmentsarefunctionallyresponsibletotheAEPSCseniorvicepresidentnucleargeneration.(referenceFigure1.7-1).Inordertofacilitateamorethoroughunderstandingofthesupportfunctions,someoftheresponsibilities,authorities,andaccountabilitieswithintheorganisationareasfollows:1)TheresponsibilitiesoftheAEPSCseniorvicepresidentnucleargenerationshallbededicatedtotheareaofCookNuclearPlantoperationsandsupport.2)TheAEPSCseniox'icepresidentnucleargenerationshallberesponsiblefor,andhastheauthoritytodirect,allCookNuclearPlaneoperationalandsupportmattersandshallmake,orconcur,inallfinaldecisionsregardingsignificantnuclearsafetymatters.1.7-5July1995 operationsonacontinuingbasisandadvisethe~~~N'prem'idliix&/>planemanageronmaccerarelatedconnclaaraagerp.1.7.1.2e3CoorateOranizatioecaEleccowerCoaAEP,theparentholdingcompany,whollyownsthecommonstockofallAEPSystemsubsidiary(operating)companies.Thema]oreoperatingcompaniesandgenerationsubsidiaries'areshowninPiguxe1.7-2.Thechairmanoftheboard,president,andchiefexecutiveofficerofAEPisthechiefexecutiveofficerofAEPSCandalloperatingcompanies.Theresponsibilityforthefunctionalmanagementofthema5oroperatingcompaniesisvested.inthepresidentofeachoperatingcompanyreportingtotheAEPSCchairmanoftheboard,president,andchiefexecutiveofficer.accoweSeceCooatTheresponsibilityforachdnistxativeandtechnicaldirectionoftheAEPSystemandits'facilitiesisdelegatedtoAEPSC'.AEPSCprovi.desmanagementandtechnologicalservicestothevariousAEPSystemcompanies.OeaaeTheoperatingfacilitiesoftheAEPSystemareownedandoperatedbytherespectiveoperatingcompanies.Theresponsibilityforexecutingtheengineering,design,construction,specializedtechnicaltraining,andcertainoperations'upervisionisvestedinAEPSC,whileall,orpart,oftheadministrativefunctionalresponsibilityisassignedto1.7-8JuLy1995 theoperatingcompanies.InthecaseofCookNuclearPlant,XMgeneralofficestaff(headquarters)providespublicaffairs,accounting,andindustrialsafetydirection.TheCookNuclearPlantisownedandoperatedbyX&KwhichispartoftheAEPSystem.AssuanceesosblitoAEPSCE1)AEPSCprovidesthetechnicaldirectionfortheCookNuclearPlant,andassuchmakesthefinaldecisionspertinenttosafety-relatedchangesinplantdesign.Purther,AEPSCreviewsNuclearRegulatoryCommission(NRC)letters,bulletins,notices,etc.,forimpactonplantdesign,andtheneedfordesignchangesoxmodifications.2)AEPSCfurnishesqualityassurance,engineering,design,construction,licensing,NRCcorrespondence,fuelmanagementandradiologicalsupportactivities.3)AEPSCprovidesadditionalserviceinmatterssuchas'upplierqualification,procurementoforiginalequipmentandreplacementparts,andtheprocessofdedicatingcommercialgradeitemsorservicestosafety-relatedapplications.4)TheAEPSCQAdepartmentprovidestechnicaldirectioninqualityassurancematterstoAEPSCandtheCookNuclearPlant,andoverseestheadequacy,effectivenessandimplementationoftheQAProgramthroughreviewandauditactivities.1.7-9July1995
