ofhydraulicsnubberlockupdelaysassociatedwithachieving-thelockupvelocity,activationofthelockupmechanism,andcompressionofthehydraulicfluid.Therefore,basedonseismicfunctionalrequirements,theplannedreplacementofhydraulicsnubberswithmechanicalsnubberswouldbeanimprovement.PacificScientificperformedextensivetestingindevelopingthePSA3(3kip)andPSA10mechanicalsriubbers.Thepurposewastoevaluatetheiroperabilityundertheadverseconditionsexpectedinmanyapplications,suchashighhumidity,hightemperature,andvibration.Thesnubbersoperatedfavorablyunderalltestconditions.PSA3andPSA10mechanicalsnubbersarecurrentlyinuseatSt.Lucie(seeAmendment31toFacilityOperatingLicenseDPR-67)andatalargenumberofotherreactorsites.TheuseofthesesnubbershasbeenpreviouslyevaluatedbytheCommissionandfoundtobeacceptable.III.ConclusionsBasedontestingandoperatingexperience,theuseofPSAmechanicalsnubbersshouldimprovetheoperabilityoftheseismicsupportsystem.Inconclusion,(1)theproposedchangedoesnotincreasetheprobabilityorconsequencesofaccidentsormalfunctionsofequipmentimportanttosafetyanddoesnotreducethemarginofsafetyasdefinedinthebasisforanytechnicalspecification,therefore,thechangedoesnotinvolveasignificanthazardsconsideration,(2)thereisreasonableassurancethatthehealthandsafetyofthepublicwillnotbeendangeredby operationintheproposedmanner,and(3)suchactivitieswillbeconductedincompliancewiththeCommission'sregulationsandthe-issuanceofthisamendmentwillnotbeinimicaltothecommondefenseandsecurityortothehealthandsafetyofthepublic.
